Abstract

This paper is discussing the continuation of previous research result in Talaud Island Regency that analyzed the loss due to illegal fishing activities in the area. Simulation result shows that if there is no illegal fishing, fisheries economic potential in Talaud is estimated to be in about IDR 7 billion or even might reach IDR 10 billion, but if this illegal fishing activities increased with acceleration, then in in the coming year-20th that potential will be negative. This means an economic loss of Talaud Regency. By means of a SWOT analysis, at least three main strategies are obtained those are as follows: increasing local budget alocation for marine and fisheries sectors, fisheries bussiness cooperation between Indonesia and Filiphina to eliminate illegal fishing practices and empowerment of the local community.

Abstract

This paper describes some prioritised strategies and its concept of implementation for institution related to capture fisheries resources in Bali Strait within local governance context in order to implement sustainable fiheries concept. Analysis Hierachy Process (AHP) was applied to construct the sequence of priorities. The results show that prioritised strategy, in sequence, were management development is carried out by specific institution that formed by local goverment (RK = 0,284), intensively coordination in local government to control fishing gear allocation and conflict (RK = 0,243), development of all management effort by each local government (RK = 0,216), development of intensively coordination of local government in each managemnent activities (RK = 0,148) and developmentof intensively of local government to control fishing gear allocation and fishing ground (RK = 0,109). Implementation concept of prioritised strategy (management development is carried out by specific institution that formed by local government) was the specific institution should play roles as an excecutor of fisheries resources conservation program, as a manager in fish resources utilization appropriate to SKB (catch quota, number of fishing gear, potential fishing ground), as a controller in selling price and fishing gears operation periodically, as an information centre of human resources in fisheries and its development and as a facilitator in development of local income generating contributed from fisheries sector.

Abstract

Liquid cargo in the hold of life fish carier might influence ship stability. This is due to effect of free surface that is generated by liquid cargo movement during ship motion. This research exa-mined the effect of free surface from two kinds of hold that are formed into box and cylinder shapes.The result shows that, the effect of free surface of liquid cargo that placed in box shape hold givesless impact comparing to the one in cylinder shape.

Abstract

Indonesia has signed Port State Agreement that initiated by Food Agriculture Organization (FAO), therefore some specified fishing ports including PPSNZJ should serve international ship well and safely. PPSNZJ, the biggest of fish market center, needs to prepare developing national and international marketing. Descriptive analysis was used to describe market activities in PPSNZJ, and SWOT analysis was used to obtain development strategy of PPSNZJ as a fish market center. The result showed that fish supply composition was 51,4% by fishing vessel landing in PPSNZJ and 48,6% by fish that transported into PPSNZJ. Share market of PPSNZJ consisted of export market (8,71%), domestic market (26,18%) and fish processing industry (65,11%). Development strategies of PPSNZJ as a fish market consisted of product strategy, facilities and infrastructure strategy and institutional strategy.Key words: development, fishing port, fish market center, strategy
