Abstract

From the data obtained from the Department of Health (Dinas Kesehatan)(attachments 2, in 2012 was recorded 25 depots drinking water and 10 depotswhich inspected and only 8 depots are eligible. Of such data seen that from yearto-year increasing the amount of drinking water depots but that only has licensefrom the Department of Health has decreased. Only 25% percent of the amountdrinking water depots listed on the Department of Health which inspected andeligible. The method in this research is descriptive of qualitative the researchmethod, which describe or explain the problem the existing with the providinganswers to issues raised. This research focuses on the problems that existed atwhen the research is conducted (at the moment) or the problem that are actual.Hence solving problems the existing done by way of describing a situation, thedata, the status of phenomena based on the facts the existing.Based on the result of research and analysis conducted and researchershave described in the previous chapter, regarding supervision of drinking waterdepots license in Kelurahan Simpangbaru Tampan, then can be concluded fromindicator that researchers use for the view how to surveillance drinking waterdepots license in Kelurahan Simpangbaru Kecamatan Tampan, which sets thestandard, factor system of surveillance, surveillance conducted quite well, provedwith already the drinking water depots supervised conduct production activities inaccordance with the standards given. This is accomplished with the advancesocialization and coaching. However which can be seen also that the there aresome areas which have not conducted such as surveillance KelurahanSimpangbaru. So that depots which not authorized in that area growing. Thequality factor of surveillance conducted Disperindag has not well done because isstill find many constraints such as coordination has not been created with the boththe Department of Health as well as the limited time, funds, and facilities inconducting surveillance.Keyword: license, surveillance, depot of drinking water.

Abstract

:Effectiveness of Land Use for Food Crops ( paddy Rice ) in the Districtof Rokan Hulu Rambah Samo. This research background by the program designedby the Government of Rokan Hulu to realize the vision of the year 2013 " RokanHulu as rice self-sufficiency " . However , it seems this plan can not be realized withgood results . To achieve these targets , the Government of Rokan Hulu through theDepartment of Food Crops and Horticulture initiative to organize the cultivation offood crops of rice ( paddy rice ) . However , can not operate effectively due to someobstacles on the ground .The purpose of this study was to determine the effectivenessof the use of land for cultivation of food crops (paddy rice) in District Rambah Samoand to determine the factors that hinder the effective use of land for cultivation offood crops (paddy rice ) in District Rambah Samo regency Rokan Hulu .Keywords: Effectiveness, benefit, and political will.

Abstract

Administration has elements wich are officialdom or appratus. To crry out it duties ang functions as the state apparatus in the administrasion of the need for human resource management. Human resource managemen are the state performance assesment of the state apparatus in craying out it duties and fungctions as public servants including the admnistrasion of residence. Administrative service residence especiallyresidents card and family card are important thing, it due to this Ministry in contact directly with the community. The large number of complaints that are submitted by users of this service, resulting in poor Imaging for a given instance of the authority in providing the service of Residents card and family card for the community, they isDinas Kependudukan dan Pencatatan Sipil Rokan Hulu.The concept of theory used is performance, raised by Kumorotomo in Harbani Pasolong with four indicators, they are efficiency, effectiveness, fairness and responsiveness. The purpose of this research is to find out how the effectiveness the service of Dinas Kependudukan dan Pencatatan Sipil Rokan Hulu in providing service to make residents card and family card to the people who need this service. This research uses qualitative study with data in dekskriptif. In the data collection the author uses interviews technique and observations. The author uses the informant as a source of information the triangulationtechnique as the source of the validity of the data.The results of this research show that the service of making residents card and family card are already effective but still encountered constraints like a poorinfrastructure and lack of responsiveness employees. Factors that influence the effectiveness of employee performance in improving the quality of public service in Dinas Kependudukan dan Pencatatan Sipil Rokan Hulu is the infrastructure, human resources and public awareness.Key word: human resource management,performance, public service.

Abstract

The dynamics development of Pekanbaru that has improved rapidly accompanied by population growth, industry, investment, and the trade that has been developed quickly in Pekanbaru which has brought the consequences to garbage volume improvement by the societies, where as the government officer ability in handling the garbage problems is very limited. This time, Public Service of Pekanbaru has appointed Private Service in handling the garbage problems. There is Multi Inti Guna Ltd. to keep environment clean. Multi Inti Guna Ltd. has duties to monitoring and carrying out the garbage at eight of twelve sub districts in Pekanbaru, meanwhile the other sub districts is managed by Purity and Horticulture Service of Pekanbaru.This research was conducted in Pekanbaru. The objective of this research was analyzed and known the factors that have influenced in implementation of handling the garbage problems that has been done by Purity and Horticulture Service gathered to Multi Inti Guna Ltd. in Pekanbaru. The theory of this research used the theory of George R. Terry about the function of management. Private Partnerships in Managing Stacking Waste management is needed in this accumulation of garbage management activities. Therefore, the authors used management theory.This research is done by using descriptive qualitative method. The technique of sample taken is using Purposive Sampling. The technique of data collection used observation method, interview, and documentation.This research was findings about the management of public private partnership in handling the garbage problems in Pekanbaru. The researcher finds that there is still ineffective and optimum of public private partnership in handling the garbage problems in Pekanbaru. The influence factors in handling the garbage problems in Pekanbaru is population growth, societies’ knowledge and participation, human resources, infrastructures, and funds.Key Words : Management, Public Private Partnership, Piling Garbage

Abstract

Realizing a condition of peace and public order are both needed arrangement of maintenance and control of all aspects of social life including a ban on removing animals that may interfere with or affect the activities of daily life of society itself. This phenomenon raises many malasah among which damage the environment. farm animals eat the plants and damaging the courtyard and garden owned by residents to residents suffered losses. debris scattered in the streets also pollute the environment and interfere with the beauty of the city. even farm animals let loose this causing an accident to cause fatalities. Camat as leader of the Lingga district responsible for the implementation of peace and order assisted by Satpol PP as manager of control in field.The theory used in this research is the theory of organization by Subekhi & Jauhar (2013), are: planning, organizing, reporting and controlling. The research was conducted using qualitative descriptive method which is a description of the subject and the object, a system of thinking systematically about the fact description. Sampling technique used was purposive sampling with the collection of data are observation, interview and documentation. Informants in this study is Camat Lingga and Satpol PP Lingga Regency.The results of this research concluded that The Function of Lingga District Government have not been maximal running as expected local regulation. This can be seen from the presence of cattle owners still let their cattle wandering in the streets without controlling. Factors that influence the reform of farm animals is the lack of communication of the parties associated curbing farm animals, total resources are not accordance with the implementation of the reform activities, the absence of a budget, infrastructure and facilities to carry out reform and cultural community that ranching is not in accordance with the legislation.Keyword : the function of district government, peace, order

Abstract

Society Empowerment Program based Hamlet (PMB-RW) was one of construction program provided by government of Pekanbaru city. This program purposed to empower all society started from a Hamlet (RW). The implementation of this program had needed participation from society in order to achieve a program purpose. The participation of this program was men and women. In 2015, this program can reach socialization stage in form was training. The training had done needs a woman as the main participation. The main participation in the training was woman.This function of this research was to determine woman’s participation in PMB-RW program. The woman’s participation were training and the influence factors of woman’s participation in Tuah Karya district. The training was include a sewed training, a cooking training and tambourine.The concept theory used by researcher was a participation theory created by Sutoro Eko, society empowerment, decentralization and gender. This research was qualitative and descriptive research that had purposes to give a systematical and factual description about woman participation in program implementation. The collection of data in this research was using an interview, an observation and documentation.The result of this research showed that a woman had participate in PMB-RW program especially in training implementation of Tuah Karya district. Some factors that influence the participation were from intern factors such as; the willingness/awareness and occupation. Besides, from extern factor are the leadership and facility factor.Key words: woman’s participation, society empowerment.

Abstract

Human being is a caused of garbage existance because every human activities produce garbage. The quick Number of Human increasing in city, affected to increasing of garbage. Increasing not following by repairing and developing garbage management infrastructure so that garbage problem be a complexity. Pekanbaru is a quite rapidly developing city not only in infrastructure but alsonumber of population, investment, industry and trading which not free from garbage problem yearly.Highest garbage production founded in Tampan Regency because it’s one of quick population growth so that should take special attention. Pekanbaru Environmental and hygiene services is responsible departement to responsible of garbage management in Tampan Regency. To overcame this problem, government release local regulation (perda) number 8 year 2014 about garbage management. Factly, in Tampan still find much garbage in every side of road long day.The purpose of this research is to know how this local regulation implemented. This research use qualitatif method with descriptif data assesment. In data colecting, researcher use interview technique, observation, and documentation with use key informan as source information.The result of this research reveal that Pekanbaru Environmental and hygiene services already schedule garbage wasting time and serve garbage infrastructure management. But inimplementation, the action is not maximal caused of minimum of infrastructure and less participating from citizen to reach the purpose of policy. Caused of less participating from citizen because minimum or no communication from government to citizen.Keywords : implementation, waste management, Tampan Regency

Abstract

One of the obligations of local government in public administration is to carry out obligatory tasks such as providing clean water for the community. As ststed in the 1945 constitution article 33 paragraph 3 that the earth, water, and natural resources contained there in are controlled by the state and in use for the greatest possible for the welfare of the people. To carry out these obligations, the government’s performance is necessary to achieve as the objectives set by the state.Performance is the result of work in quantity achieved by employess in performing their duites which related to the responsibilities are given to them (Mangkunegara 2012:9). PDAM Tirta Siak is a Regional Owned Enterprise (BUMD) engaged in providing services and clean water supply needs to the community in the city of Pekanbaru.The research is based on the facts that occurred in PDAM Tirta Siak has not done clean water supply for the city of Pekanbaru community thoroughly even every year its customers decreased.through qualitative approach, the purpose of this research is to know how is the performance op PDAM Tirta Siak employess and to identify factors affecting the performance of PDAM Tirta Siak in fulfilling the need of clean water in Pekanbaru. Which is set in Kepmendagri Number 47 of 1999 on PDAM performance assessment guidance in article 3 that is financial aspect, operational aspect, and administration aspect. To strengthen the findings of Agus Dwiyanto theory in the research into performance consisting of effectiveness, responsiveness, and akuntability.The result of this study found that employee performance PDAM Tirta Siak not done to the fullest.In this research also found some inhibiting factors in the provision of clean water include funding factors, facilities and infrastructure, and lack of professional human resources.Keywords: Employee Performance, Tirta Siak Water Supply Company, Clean Water Supplies Requirement

Abstract

Tujuan penelitian ini untuk mengetahui dan menganalisis Implementasi Peraturan Bupati Nomor 45 Tahun 2012 Tentang Perubahan Pedoman Penilaian PNS Berprestasi di Lingkungan Pemerintah Kabupaten Pelalawan, serta faktor-faktor yang mempengaruhinya. Metode yang digunakan adalah pendekatan deskriptif kualitatif. Teknik pengumpulan data diperoleh dari wawancara, observasi dan dokumen. Analisis data menggunakan konsep trianggulasi. Hasil penelitian menunjukkan bahwa implementasi Peraturan Bupati Nomor 45 Tahun 2012 Tentang Perubahan Pedoman Penilaian Pegawai Negeri Sipil Berprestasi di Lingkungan Pemerintah Kabupaten Pelalawan belum terlaksana secara maksimal. Faktor-faktor yang mempengaruhi implementasi kebijakan yaitu konsistensi, motivasi dan koordinasi.

Abstract

Penelitian ini bertujuan untuk menganalisis seleksi dan penempatan Calon Pegawai Negeri Sipil (CPNS) di Pemerintah Provinsi Riau, serta untuk mengetahui faktor-faktor yang mempengaruhi seleksi dan penempatan CPNS. Ruang lingkup penelitian dibatasi di Dinas Sosial Provinsi Riau, dimana instansi ini pelaksana peraturan pemerintah terkait formasi pegawai. Metode yang digunakan dalam penelitian ini adalah metode kualitatif. Penelitian ini menggunakan teknik wawancara dengan informan kunci. Berdasarkan hasil penelitian diketahui bahwa penetapan formasi CPNS Dinas Sosial Provinsi Riau bukan berdasarkan analisa pekerjaan kebutuhan sumberdaya manusia. Faktor yang mempengaruhi seleksi dan penempatan CPNS adalah Peraturan Pemerintah terkait formasi untuk memenuhi formasi yang wajib yaitu 5% dari seluruh formasi Provinsi Riau untuk S1 semua jurusan. Faktor waktu pelaksanaan seleksi dan teknologi seleksi yang digunakan Panitia Seleksi Nasional juga merupakan faktor yang mempengaruhi seleksi dan penempatan CPNS.This study aims to analyze the selection and placement of candidates for civil servants (CPNS) in the government of Riau Province, as well as to determine the factors that influence the selection and placement of CPNS. The study has been done in Social Service of Riau Province as the scope of research, which the institution as the implementer of government regulation about employee formation. The method used in this study is a qualitative research method. This study used the key informant interview. Based on the survey results revealed that the determination of CPNS formation is not based on the analysis of human resources needs work. One of the factors influencing the selection and placement of CPNS is government regulation which is to fulfill mandatory formation that is 5% of all Riau Province formation for all majors of bachelor’s degree. Other factors influence the selection and placement of employees at Social Service of Riau Province are the selection range time and technology used by the national selection committee.
