Abstract

The issue of administration and working management are not the only matters of bureaucracy complexity. However, in Yogyakarta it is also about the internalization of palace cultural interest into it. Hence, this article offers socio-cultural perspective as an alternative one in studying the city’s bureaucracy reformation and is hopefully useful for larger scope of Indonesian bureaucracy. By initiating the idea of deconstructive frame work, this study analyzes the strategies of Yogyakarta’s current mayor in term of braking down priyayi’s values in the city’s bureaucracy. At last, this study emphasizes that good leadership exemplary is the major key to actualize an open bureaucracy and serving mission at the same time.

Abstract

Public sphere is not an open space without power, but intersection of various actors with their interest. Therefore, by taking study on meronda activity in gardu, this article discusses how power works in public sphere. Gramsci notion on hegemony is used to analyze existing power relation. As closing session, this article claims that efforts to affecting public opinion through culture domination becomes the basis of hegemonic actor victory in influencing power in gardu as pubic sphere.

Abstract

Artikel ini akan membahastentang sisi lain pada masa mitigasi bencanapandemi Corona Virus Disease 2019 (Covid-19), yakni terbentuknya kesadaran sosial masing-masing individu sebagai warga masyarakat. Selain itu, artikel ini juga mendiskusikan tentang ketaatanwarga masyarakatterhadap aturan yang berketetapan hukum dan nilai-nilai kemanusiaan yang muncul secara kolektif. Ketiga konsep kunci tersebut dibingkai dalam konseputama bernama  Jogo Tonggosebagai konsep mitigasi bencana yang ditetapkan di Jawa Tengah. Dalam pelaksanaannya, Jogo Tonggoberdampak pada terbentuknya kesadaranbersama, ketaatanmasyarakat Jawa Tengahpada imbauan negara, serta solidaritas sosial di antara warga masyarakat. Penelitianini dilakukan secara kualitatif dengan pendekatan studi eksploratif. Data didapat dengan menggunakan tiga alat penelitian, yakni; wawancara langsung dan via online, observasi, dan analisis yang diperoleh dari penelusuran berita di televisi, media online, dan media sosial (dokumentasi) untuk menelusurilebih dalam atas fenomena yang terjadi. Wawancara onlinedilakukanmelalui media sosial; Whatsapp, Instragram,dan Facebookterhadap beberapa warga masyarakat yang memiliki latar belakang pekerjaan, pendidikan, dan tempat tinggal yang berbeda. Observasi secara langsung pada lingkungan warga masyarakat di masa pandemi juga dilakukan.Hasil penelitian, menunjukkan bahwa Jogo Tonggodalam masa darurat Covid-19 mendorong terbentuknya kesadaran bersama dan ketaatan warga masyarakat Jawa Tengahpada imbauan negara. Ketaatan masyarakat didorong oleh; pilihan taat karena ancaman pandemi, menguatnya solidaritas sosial dan nilai-nilai kemanusiaan, kebersamaan dalam masyarakat pada tingkat RT dan RW, selain adanya aturan hukum yang mengandung sanksi. Selain itu, penelitian ini menemukan tentang pentingnya membangkitkan kesadaran warga untuk taat pada protokol kesehatan menghadapi penyebaranCovid-19 melalui modal sosial yang berupa jaring sosial di dalam masyarakat.

Abstract

Since the days of kingship-kingdoms in Indonesia, Java, especially Surakarta, has been attached to something mystical. This has to do with forces beyond human power. This behavior exists because that power can have a positive impact. Examples can perpetuate power, bring authority, attract fortune, and attract. But interestingly, at that time mystical behavior was hidden while in this modern and democratic era mysticism was packaged in a different form. This research is qualitative research with an ethnographic approach that focuses on the peculiarities of mysticism in the city of Surakarta in 2019-2020. The data collected comes from the first observations made in Surakarta. Second, interviews with mystical actors. Third, documentation obtained from books, journals, and mass media explaining mysticism in Surakarta. The data validity uses the triangulate method, member check, prolonged time, peer debriefing. Data analysis using ethnographic analysis model. The result is that the people of Surakarta, especially government leaders and those with an interest in maintaining mysticism by making mystical traditions become cultural preservation, are legally regulated in policy, the implementation of traditional rituals is open so that people participate, and make irrational ones rational.

Abstract

A study of science today is inseparable from a diversity of contexts. This is also reflected in society’s discourse on the positioning of science itself. To that end, principles of science cannot be actualized as such, rather must be underpinned by society needs that are reflected in research and pre requisites of science manifested in reengineered forms. Findings that relate to the environment, especially water, are crucial today in many areas.   By using a comparative and in-depth interview methodologies in a qualitative manner, this article which is based on a research that was conducted during   2008-2016 period in Code- Yogyakarta city (Indonesia), Air Panas Diwak- Semarang (Indonesia), Umbul Cokro-Klaten (Indonesia), Rawa Pening-Salatiga district (Indonesia), Curug Kalisidi- Semarang city (Indonesia) and Tasik Chini- Negeri Pahang (Malaysia), makes it interesting for a variety of reasons. First, based on a lot of previous literature, this article makes an argument that water with all its manifestations and forms, must have the quality of fulfilling needs of society. Water as an integral part of science, is accorded the position of a subject as well as an object in relation to society.

Abstract

Penelitianini dilakukan secara kualitatif dengan pendekatan studi eksploratif. Data didapat dengan menggunakan tiga alat penelitian, yakni; wawancara langsung dan via online, observasi, dan analisis yang diperoleh dari penelusuran berita di televisi, media online, dan media sosial (dokumentasi) untuk menelusurilebih dalam atas fenomena yang terjadi. Wawancara onlinedilakukanmelalui media sosial; Whatsapp, Instragram,dan Facebookterhadap beberapa warga masyarakat yang memiliki latar belakang pekerjaan, pendidikan, dan tempat tinggal yang berbeda. Observasi secara langsung pada lingkungan warga masyarakat di masa pandemi juga dilakukan.Hasil penelitian, menunjukkan bahwa Jogo Tonggodalam masa darurat Covid-19 mendorong terbentuknya kesadaran bersama dan ketaatan warga masyarakat Jawa Tengahpada imbauan negara. Ketaatan masyarakat didorong oleh; pilihan taat karena ancaman pandemi, menguatnya solidaritas sosial dan nilai-nilai kemanusiaan, kebersamaan dalam masyarakat pada tingkat RT dan RW, selain adanya aturan hukum yang mengandung sanksi. Selain itu, penelitian ini menemukan tentang pentingnya membangkitkan kesadaran warga untuk taat pada protokol kesehatan menghadapi penyebaranCovid-19 melalui modal sosial yang berupa jaring sosial di dalam masyarakat.

Abstract

The interaction between the village leader or Lurah and citizens can be regarded as a fundamental process. Because, in this level leaders and the led will be interact intensively. This is in contrast to the higher levels of government, for example, at the district level, the city, even at the national level. At this lowest level, interaction and relations, social control, policies, support, and the rejection of the program will often occur. In the context of the wider innovation, village leaders are also required to develop social capital in managing human resource potential that exists. Therefore, the development of village- based management of village, hence, the development effort is the development that relies on strength, characteristics, and independent initiative of the village.Interaksi antara kepala desa atau lurah dan warga di aras lokal dapat dikatakan sebagai proses yang fundamental. Sebab, pada level inilah pemimpin dan yang dipimpin akan bertemudan saling berinteraksi dan berrelasi secara intensif. Hal ini berbeda dengan level pemerintahan yang lebih tinggi, misalnya pada tingkat kecamatan, kabupaten/kota, bahkan pada level nasional. Pada level terendah inilah, interaksi dan relasi, kontrol sosial, kebijakan, dukungan, maupun penolakan pro-gram akan sering terjadi. Dalam konteks inovasi yang lebih luas, pemimpin-pemimpin desa juga di-tuntut untuk mengembangkan modal sosial dalam mengelola potensi sumber daya manusia yang ada. Sebab, pembangunan desa yang dilakukan berbasis pengelolaan sumber daya desa, maka, pem-bangunan yang diupayakan adalah pembangunan yang mengandalkan pada kekuatan, karakteris-tik, dan inisiatif mandiri desa.

Abstract

Urgent actions that need to examined agenda now is how to efforts to improve the community political participation, particularly relating to the role of civil society. Paradigm shift from state centered become society centered give a higher probability to the community to continue to and to develop the democracy in this country. As part of national components, youth cannot escape from political and evasive, for all people including the youth is zoon politicon or political creature. Youth becomes one of targets in goals in any election and general election. This is because the youth often still floating, so that it becomes rebutan for candidates and political parties who fought in elections / general election. Besides, focus examined in this post is the role of karangtaruna. Karangtaruna have strong relationships with youths, where are the early karangtaruna can be followed by a youth.The organization has any important to gain political participation of youth.
