Abstract

The focus of this research is to describe the effectiveness of the Regional People's Representative Council's supervision of the residential cemetery land policy in Karawang Regency and determine the strategy that should be carried out by the Regional People's Representative Council in carrying out supervision of the residential cemetery land policy in Karawang Regency. This research uses Sutrisno's theory of program effectiveness which consists of the following dimensions: a. Understanding of the program; b. Right on target; c. Right on time; d. Achievement of goals; e. Changes to the program. Achievement of goals; e. Real changes. This research uses descriptive qualitative methods. In collecting data, researchers conducted interviews, documentation, observation and data triangulation on the effectiveness of the supervisory function of the Regional People's Representative Council on residential cemetery land in Karawang Regency. The results showed that from several dimensions, namely understanding the program, on target, on time, and real changes were good, while the dimension of achieving goals was still in the insufficient category. Using SWOT analysis and litmus test, it was found that the strategies that should be carried out by the Regional People's Representative Council in carrying out supervision of housing burial land policies in Karawang Regency area. allocating an operational budget to increase human resources and supporting technology for policy supervision, b. cooperating with stakeholder support for DPRD partners in developing standard operating procedures (SOPs) for policy supervision, c. conducting socialization related to housing PSUs to increase public understanding, d. optimizing the function of the website as a means of public complaints.Keywords: Effectiveness, Policy Supervision, DPRD

Abstract

Keterlibatan masyarakat dalam sebuah kolaborasi publik adalah sebuah keharusan, begitu juga dalam kolaborasi pada Tim Pengendalian Inflasi Daerah (TPID) Kabupaten Cilacap yang sudah melibatkan masyarakat diwakili oleh Lembaga Swadaya Masyarakat. Namun demikian keterlibatan masyarakat dirasakan masih kurang dan dianggap masih perlu melibatkan masyarakat. Penelitian ini bertujuan untuk mendekripsikan bentuk keterlibatan masyarakat dalam kolaborasi pengendalian inflasi dan kelompok masyarakat yang dilibatkan. Dengan menggunakan metdoe triangulasi (triangulation method) dan triangulasi sumber data (data source triangulation) diketahui bahwa bentuk keterlibatan masyarakat ada yang aktif dan pasif, kemudian kelompok masyarakat yang paling banyak dilibatkan adalah petani. Hasil penelitian ini menunjukan bahwa pelibatan masyarakat dalam kolaborasi publik untuk mengendalikan inflasi adalah hal yang penting karena dapat mengoptimalkan capaian yang ingin dituju dari kolaborasi, dalam hal ini adalah terkendalinya inflasi. Tingkat keterlibatan masyarakat yang diinginkan dalam membuat keputusan (kebijakan) tergantung pada atribut masalah inti, beberapa masalah menuntut lebih banyak keterlibatan, yang lain menuntut lebih sedikit atau lebih banyak.

Abstract

Kebijakan desentralisasi memberikan sejumlah kewenangan bagi pemerintah dan masyarakat di daerah untuk mendorong terpilihnya kepemimpinan pemerintahan yang mampu menjawab masalah sedekat dan secepat mungkin. Pemilihan kepala daerah dan wakil kepala daerah di level kabupaten/kota dan provinsi diharapkan mampu menjawab semua tantangan dimaksud lewat kerjasama yang sinergi dan kuat. Faktanya, ketegangan laten maupun terbuka antara kepala daerah dan wakil kepala daerah mengalami dinamika hingga mencapai titik-didih, pecah kongsi. Disfungsi peran wakil kepala daerah ditengarai oleh sejumlah faktor sebagai cacat bawaan baik penataan kewenangan ditingkat regulasi, ketidakjelasan tugas pada level kinerja, rendahnya dukungan logistik, minimnya dukungan sumber daya aparatur yang memadai, serta perbedaan latar belakang profesi dan warna partai politik sebagai yang paling dominan dalam menciptakan keretakan hubungan kepala daerah dan wakil kepala daerah. Kajian ini dilakukan terhadap hubungan kepala daerah dan wakil kepala daerah dari aspek normatif dan empirik dengan menggunakan konsep sederhana efektivitas dan kewenangan. Kesimpulan adanya hambatan terhadap tugas wakil kepala daerah kiranya memberi saran dan kontribusi dalam re-desain regulasi pemerintahan daerah dan pemilukada guna memperjelas peran wakil kepala daerah pada aspek kebijakan dan mekanisme kerja yang harmonis.

Abstract

This study examines the phenomenon of institutional gridlock in urban food security governance in Indonesia, focusing on the complexities of interactions among government institutions and their impact on policy effectiveness. Utilizing a neo-institutionalist approach, this research analyzes how institutional fragmentation, conflicts of interest, and the historical legacy of power centralization contribute to the formation of gridlock that hampers the effective implementation of food security policies in urban areas. Through comprehensive analysis of policy documents and academic literature, the study identifies patterns of institutional interaction, explores the manifestations and consequences of institutional gridlock, and evaluates the potential of institutional bricolage as a strategy to overcome existing structural barriers. The key findings indicate that institutional gridlock in this context results from the complex interaction between path dependency, institutional layering, and political fragmentation, which creates inertia against the necessary policy changes to address contemporary urban food security challenges. This study contributes to the development of a conceptual framework for understanding and addressing institutional gridlock in public policy governance in developing countries, particularly in the context of decentralization and rapid urbanization.

Abstract

This study aims to analyze the role played by political parties in providing political education to generation Z (Gen Z), which is the younger generation born between 1996 and 2012. Political education has an important role in forming a comprehensive and critical understanding of political processes. , democracy, and the rights and obligations of citizens. This study uses a qualitative research method with a descriptive approach. The results of the study show that the role of political parties in providing political education can be done by building political participation, encouraging critical thinking, mobilizing active participation, providing space for discussion, and building political awareness. The strategies for realizing this role include utilizing digital technology, building online communities, holding educational events, collaborating with youth communities, providing space for representatives of generation Z, and using issue-based campaigns.

Abstract

Jakarta Smart City through CRM application is a bright spot in the industrial revolution 4.0 which is expected to improve public services provided by the DKI Jakarta Provincial Government. However, there are still many people who are not familiar with the CRM application for public service needs, and the government's response in responding to reports from residents is relatively slow. The purpose of this research is to identify the causes or reasons why e-government policies through the Citizen Relation Management (CRM) information system have not been running optimally, and to reconstruct the implementation model of e-government policies through the Citizen Relation Management (CRM) information system so that the implementation of CRM can support public services. This study uses the policy implementation theory proposed by Knill and Tuson (2020). The research method used is qualitative research with a descriptive approach. Data collection techniques are carried out through interviews, observations and documentation. The results of the study indicate that the causes or reasons why e-government policies through the Citizen Relation Management (CRM) information system have not run optimally are the inappropriate choice of policy instruments in the form of a complex policy environment, lack of stakeholder support, and less than optimal sustainability. Lack of clarity in policy design in the form of overlapping policies. Lack of community role in supervision. Lack of clarity in the division of tasks and functions in terms of institutional design. Low administrative capacity includes the availability and adequacy of human and financial resources and the appropriateness of the number of health workers needed. Low social acceptance includes the use of social media by the community, low involvement in policy socialization and communication, and dissatisfaction with the distribution of program benefits. The proposed implementation model integrates policy instruments, policy design, control structure, institutional design, administrative capacity, and social acceptance with a focus on sustainability as an integrating factor.

Abstract

Regional Head Elections in Indonesia face complex challenges in managing grant funds, marked by operational risks, regulatory fragmentation, and accountability gaps. This study aims to analyze risk management practices in these elections and propose a tailored framework to enhance transparency and accountability. Using a qualitative descriptive-analytical approach, data were collected through interviews with election officials, regional finance officers, and inspectorates, alongside documentation studies and observations in selected regions during the 2024 elections. Findings reveal that human resource deficiencies, security threats, and natural disaster vulnerabilities, coupled with misaligned fiscal-electoral cycles and inconsistent regulations, hinder effective grant fund governance. Cases of fund misuse, such as fictitious expenditures, highlight weak internal controls and low risk management knowledge among organizers. A proactive risk-intelligent approach, integrating harmonized regulations, multi-stakeholder risk committees, and digital monitoring systems, is essential to address these issues. This study concludes that a context-specific risk management framework can strengthen accountability, reduce irregularities, and foster public trust in Regional Head Elections, contributing to democratic integrity.
