Abstract

Planning that is never in accordance with implementation is a deviation from regulations, violations of norms and non-compliance with laws and regulations. This research aims to analyze the implementation of space utilization policies based on the principles of coastal area sustainability in Pariaman City. The method used is a combination of qualitative and quantitative methods with a spatial approach using a Geographic Information System (GIS). The research results show that there is a harmonization analysis between Law Number 26 of 2007 Article 5 and Law Number 1 of 2014 Article 9 with the RTRW which is in principle appropriate. However, implementation in the field shows that there are built-up areas in zones that should be protected and buffer areas. The community's lack of knowledge about zoning, customary rights, and the city government's priorities for economic development through the tourism sector in coastal areas are the main factors in this deviation. This condition threatens the ecology and coastal resources, so it is necessary to strengthen policy implementation that involves effective community and government participation.

Abstract

This study aims to formulate a sustainable, community-based ecotourism development strategy for Desa Apar in Pariaman City. The village has significant ecotourism potential through its mangrove ecosystem, local traditions, and community engagement. A descriptive qualitative approach was applied using SWOT analysis to assess internal and external factors affecting tourism development. Data collection involved field observation, semi-structured interviews with stakeholders, and documentation review. Findings show that Desa Apar holds a strong internal position (score: 4.36) and favorable external opportunities (score: 4.40), placing it in Quadrant I of the SWOT matrix. This indicates that aggressive strategies can be implemented by leveraging existing strengths to capture available opportunities. Recommended strategies include infrastructure improvement, community training, conservation-based educational tourism, sustainable waste management, and diversification of mangrove-based products. These approaches aim to strengthen local welfare while preserving environmental sustainability. This research contributes to the field by offering an integrated SWOT-based framework for rural ecotourism planning that balances ecological protection and economic development.

Abstract

West Pasaman Regency, located in West Sumatra Province, faces a high risk of coastal disasters such as extreme waves and coastal abrasion. This study focuses on Muaro Sasak Beach, an area with increasing environmental degradation due to wave action and sedimentation. The aim of this research is to analyze spatial disaster threats and formulate mitigation strategies using risk-based assessments. The study applies a composite index model based on BNPB (2020) guidelines and Interpretative Structural Modeling (ISM) to map threats and prioritize actions. Results indicate that 50.11% of the 563.52-hectare coastal zone is at high risk. The ISM framework identifies ecosystem restoration and risk mapping as top-priority strategies, followed by structural protections and land use policies. This research provides evidence-based recommendations to support disaster management planning in coastal areas of Pasaman Barat.

Abstract

Adiwiyata program is one of the strategic policies of the Indonesian government in an effort to mainstream environmental education at the educational unit level. More than just an environmentally friendly school award program, Adiwiyata acts as an instrument of social transformation that encourages changes in culture, values, and behavior of school residents towards the environment collectively and sustainably. This article aims to examine the basic concept, implementation, and challenges of the Adiwiyata program through a systematic literature review approach to various scientific journals, policy documents, and research reports. The results of the study indicate that Adiwiyata is able to encourage active participation of school residents, form environmentally conscious characters, and integrate sustainability values into educational governance. However, the challenges faced include weak internalization of values, dependence on school leadership, limited budget support, and formal orientation for awards. Thus, the Adiwiyata program needs to be viewed as part of an education-based social change strategy, not merely as a technocratic program. Strengthening institutional capacity, community participation, and continuous evaluation are the keys to the success of the expected transformation.Keywords: Adiwiyata, social transformation, environmental education, green schools
