Abstract

With the rising of AI technology, a new disruption occurred in society. Disruption can actually be a social phenomenon that exists even in Indonesian society. However, the current state is making the disruption become a commercial interest. A bold example is Tesla's AI Bot named Optimus in the @TeslaAIBot account and a new GPT used for Twitter commentaries called @ReplyGPT. Content Analysis was the methodology for this research, with crawling data related to ChatGPT from Twitter from December 2022-January 2023. Both served as the bridge between humans and AI, and both pushed awareness that there are other creatures than humans. The sequential explanatory design method will discover a new perspective of GPT as advanced technology. People realise that the closest thing that could change human civilisation is language models.

Abstract

Penelitian ini bertujuan untuk menganalisis komunikasi politik yang dilakukan oleh Komisi Pemilihan Umum (KPU) Kota Kendari dalam mewujudkan pemilu yang ramah disabilitas pada Pemilu 2024. Fokus kajian ini mencakup pesan politik yang disampaikan kepada pemilih disabilitas guna mendorong partisipasi mereka dalam menggunakan hak pilih, serta penyediaan fasilitas yang menunjang aksesibilitas, termasuk sarana prasarana dan pendidikan politik melalui sosialisasi. Penelitian ini menggunakan metode kualitatif dengan teknik pengumpulan data berupa observasi, wawancara, dan studi pustaka, serta analisis data melalui tahap reduksi, penyajian, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa KPU Kota Kendari telah melakukan dua kali sosialisasi kepada pemilih disabilitas di Kecamatan Nambo dan Kecamatan Poasia. Namun, jangkauan sosialisasi masih terbatas, dan beberapa informan mengaku tidak pernah menerima sosialisasi pada periode Pemilu 2024. Selain itu, sejumlah Tempat Pemungutan Suara (TPS) belum sepenuhnya menyediakan fasilitas ramah disabilitas, seperti kursi roda dan surat suara braille. Temuan ini menunjukkan perlunya peningkatan dalam aspek komunikasi politik dan penyediaan aksesibilitas guna mendukung pemilu yang inklusif bagi penyandang disabilitas.

Abstract

This article investigates the utilization of E-Government applications within the framework of network governance in Indonesia’s local administration. Drawing on both qualitative and quantitative methods, this study captures public perceptions of electronic information-based government services and explores the political and institutional dynamics underlying their implementation. Data were collected through questionnaires, document analysis, interviews, and focus group discussions (FGDs) with purposively selected informants, including leaders and staff from local government institutions. The findings demonstrate that e-government platforms enhance service efficiency, transparency, and public satisfaction. Moreover, these applications promote openness in financial management and intra-organizational communication, contributing to greater trust and comfort among citizens. Framed within the theory of network governance, the study reveals how digital service delivery is not merely a technical process but a political one—shaped by inter-institutional collaboration, administrative adaptability, and the evolving role of the state in a digitally mediated environment. These insights affirm the growing necessity of integrating digital infrastructure with political and organizational readiness to achieve effective and sustainable governance in the digital age.
