Abstract

Pelabuhan merupakan salah satu simpul transportasi dalam sistem logistik yang memiliki peranan strategis. Namun, kondisi pelabuhan di Indonesia saat ini masih jauh dari yang diharapkan, sehingga menyebabkan pelayanan pelabuhan belum memberikan dukungan yang optimal dalam menunjang Sistem Logistik Nasional. Hal ini, disebabkan oleh terbatasnya prasarana pelabuhan, rendahnya kualitas kinerja operasional pelabuhan, kurangnya keterpaduan penyelenggaraan transportasi antarmoda dan belum optimalnya kualitas sumber daya manusia. Oleh karena itu, perlu dilakukan upaya untuk meningkatkan pelayanan pelabuhan guna mendukung Sistem Logistik Nasional. Dengan pendekatan analisis data yang dilakukan secara komprehensif integral melalui pisau analisa, dapat ditemukenali beberapa upaya untuk mengatasi permasalah diatas, yakni; pembangunan pelabuhan baru dan modern termasuk pelabuhan hub internasional di Kuala Tanjung dan Bitung, serta menetapkan dokumen Tataran Tranportasi Wilayah (Pemerintahan Daerah Provinsi) dan Tataran Tranportasi Lokal (Pemerintahan Daerah Kabupaten / Kota) menjadi satu kesatuan dengan dokumen Sistem Transportasi Nasional untuk semua Pemerintahan Daerah Provinsi dan Kabupaten / Kota, sehingga pembangunan transportasi laut dapat dilakukan secara terpadu, baik inter maupun antar moda transportasi lainnya. Kata kunci: peningkatan pelayanan pelabuhan, logistik, Pelabuhan Kuala Tanjung

Abstract

PO. X is a bus company that provides inter-city and inter-provincial bus transportation services that have been operating since 2011 with the Jakarta – Malang route. The existence of a load factor limitation by the government makes bus operators conduct a re-examination in setting tariffs. The purpose of this study is to find out how much a reasonable rate is set by the company based on the Break Event Point (BEP). This research uses a descriptive quantitative method. The results of data analysis show that a reasonable rate is set based on the Vehicle Operating Cost (BOK) of Rp. 284,166 at the LF level of 70% and experienced an increase in tariffs of 29% when the LF became 50%, and decreased by 30% when the LF was at the 100% level. The minimum tariff that has been calculated based on the BEP is Rp. 199,547 at a load factor of 70%. Therefore, the rate set based on the company's BOK is in accordance with the BEP.

Abstract

Developing factory area require construction activities which impacting traffic surround the area. Before the construction process is carried out, a traffic impact analysis (andalalin) is needed to determine the impact from the development process to operation. The method used in this study process is micro traffic simulation based on the 1997 MKJI method, from the results of the traffic survey the 1997 MKJI calculations were carried out, the total capacity of the Ciawi-Bogor road was 3,146 pcu/hour with the highest traffic volume of 2954 so that the degree of saturation reached 0.93.
