Abstract

This study aims to analyze the Village Government's Efforts in Empowering Pine Sap Farming Communities in Bonto Salama Village, West Sinjai District, Sinjai Regency. Informants consisted of the Village Head, Village Secretary, Community Empowerment Institutions, and the Pine Sap Farming Community. The focus of this related research is the empowerment of pine resin farming communities in the management of pine tree sap. The research data were obtained through observation, document review, and interviews which were selected based on purposive sampling. The results of the research conducted show that the village government has carried out the duties and functions of the village, namely by encouraging and motivating the community to carry out tapping activities of pine tree sap as a source of income for the village community, as well as providing directions and presenting socialization so that the community gains knowledge about tapping pine tree sap.

Abstract

This study aims to evaluate the role of the driving teacher in improving pedagogical competence at UPT SD Negeri 331 Tempe, Wajo Regency. Using a descriptive qualitative approach, this study focuses on observations and interviews with driving teachers and members of the learning community at the research location. The novelty of this study lies in the exploration of how collaboration in a learning community can strengthen teachers' pedagogical abilities and improve teaching effectiveness. The results of the study indicate that driving teachers not only act as facilitators, but also as motivators who influence other teachers to improve their pedagogical skills. Driving teachers are also able to create a more enjoyable and contextual learning atmosphere, according to students' needs. In conclusion, the presence of driving teachers and learning communities contributes significantly to improving pedagogical competence, which in turn improves the quality of learning in schools.ABSTRAKPenelitian ini bertujuan untuk mengevaluasi peran guru penggerak dalam meningkatkan kompetensi pedagogik di UPT SD Negeri 331 Tempe, Kabupaten Wajo. Menggunakan pendekatan kualitatif deskriptif, penelitian ini memfokuskan pada observasi dan wawancara dengan guru penggerak dan anggota komunitas belajar di lokasi penelitian. Kebaruan dari penelitian ini terletak pada eksplorasi bagaimana kolaborasi dalam komunitas belajar dapat memperkuat kemampuan pedagogik guru dan meningkatkan efektivitas pengajaran. Hasil penelitian menunjukkan bahwa guru penggerak tidak hanya berperan sebagai fasilitator, tetapi juga sebagai motivator yang mempengaruhi guru lain untuk meningkatkan keterampilan pedagogik mereka. Guru penggerak juga mampu menciptakan suasana belajar yang lebih menyenangkan dan kontekstual, sesuai dengan kebutuhan siswa. Kesimpulannya, kehadiran guru penggerak dan komunitas belajar berkontribusi signifikan terhadap peningkatan kompetensi pedagogik, yang pada gilirannya meningkatkan kualitas pembelajaran di sekolah.

Abstract

Penelitian ini bertujuan untuk menganalisis pelaksanaan fungsi Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Daerah (BKPSDM) Kota Makassar dalam pengembangan pelayanan publik, khususnya dalam pengelolaan data kepegawaian, serta mengetahui faktor penghambatnya. Pendekatan yang digunakan adalah kualitatif dengan metode deskriptif analisis. Penelitian dilakukan di BKPSDM Kota Makassar. Data dikumpulkan melalui studi kepustakaan, dokumentasi, wawancara, dan informan. Hasil penelitian menunjukkan bahwa pelaksanaan fungsi BKPSDM Kota Makassar dalam pengelolaan data kepegawaian sudah sesuai dengan perintah Menteri Dalam Negeri melalui pembentukan Sistem Informasi Manajemen Kepegawaian (SIMPEG). SIMPEG diimplementasikan sejak 2017 untuk menyeragamkan data dan laporan kepegawaian di pemerintah daerah. Meskipun pelayanan sudah meningkat dan berjalan sesuai aturan, masih ada beberapa indikator yang belum sepenuhnya sesuai dengan SOP karena adanya hambatan. Faktor penghambat dalam pengelolaan data kepegawaian antara lain masalah jaringan internet yang sering mengalami gangguan atau maintenance, mengakibatkan ketidaklengkapan data pegawai. Selain itu, terbatasnya jumlah SDM yang menjadi operator pengelolaan data serta rendahnya disiplin PNS dalam pengumpulan dan penginputan data juga menjadi tantangan utama. Meskipun demikian, upaya terus dilakukan untuk meningkatkan efisiensi dan efektivitas dalam pengelolaan data kepegawaian di Kota Makassar. This study aims to analyse the implementation of the function of the Regional Human Resources Development and Staffing Agency (BKPSDM) Makassar City in developing public services, especially in managing personnel data, as well as knowing the inhibiting factors. The approach used is qualitative with descriptive analysis method. The research was conducted at the BKPSDM Makassar City. Data was collected through literature study, documentation, interviews, and informants. The results showed that the implementation of the BKPSDM Makassar City function in managing personnel data was in accordance with the orders of the Minister of Home Affairs through the establishment of the Personnel Management Information System (SIMPEG). SIMPEG has been implemented since 2017 to uniform personnel data and reports in local governments. Although services have improved and run according to the rules, there are still several indicators that are not fully in accordance with the SOP due to obstacles. The inhibiting factors in managing personnel data include internet network problems that often experience interruptions or maintenance, resulting in incomplete employee data. In addition, the limited number of human resources who are data management operators and the low discipline of civil servants in collecting and inputting data are also major challenges. Nevertheless, efforts continue to be made to improve the efficiency and effectiveness of personnel data management in Makassar City.

Abstract

Penelitian ini bertujuan untuk mengetahui dampak implementasi kebijakan penyelenggaraan retribusi parkir dalam perspektif good governance di Kabupaten Sinjai. Lokasi penelitian ini berada di Kabupaten Sinjai, dengan fokus pada Dinas Perhubungan sebagai instansi yang bertanggung jawab atas penyelenggaraan perparkiran. . Data dikumpulkan melalui observasi dan wawancara mendalam. Penelitian ini menggunakan metode pendekatan kualitatif dengan desain deskriptif yang bersifat eksploratif. Hasil penelitian strategi pengelolaan lahan parkir dalam perencanaan pembangunan untuk menciptakan good governance yang dapat dikaji pada prinsip voice an accountability, Governmnet effectiveness, Rule of Law, Control of Corruption di Kabupaten Sinjai masih perlu peningkatan. Hal ini oleh masyarakat menurut perpektif pihak pemerintah daerah berbeda yang dirasakan oleh masyarakat secara umum masih banyak yang perlu di benahi dan dimaksimalkan. Adapun faktor-faktor yang mempengaruhi kualitas penyelenggaraan retribusi parkir di Kabupaten Sinjai, baik sebagai faktor pendukung maupun penghambat, terdiri dari tiga aspek utama: (1) Sumber Daya Manusia (SDM), yang masih memerlukan peningkatan dalam hal kompetensi dan disiplin kerja; (2) Sarana dan Prasarana, yang perlu diperbarui dan ditingkatkan untuk mendukung kelancaran operasional pemungutan retribusi; dan (3) Sistem, yang harus diperbaiki agar lebih efisien dan dapat mengurangi potensi kebocoran dalam pengelolaan retribusi. Oleh karena itu, untuk mendukung optimalisasi penerapan good governance, disarankan agar pemerintah daerah Kabupaten Sinjai melakukan perbaikan dan peningkatan dalam ketiga faktor tersebut. Peningkatan kualitas SDM, pembaruan sarana dan prasarana, serta perbaikan sistem yang lebih transparan dan efisien, akan menjadi langkah penting untuk mencapai pengelolaan retribusi parkir yang lebih efektif dan berkelanjutan. This research aims to determine the effects of parking retribution policy implementation in the perspective of good governance in Sinjai Regency. The location of this research is in Sinjai District, with a focus on the Transportation Agency as the agency responsible for the implementation of parking. Data were collected through observation and in-depth interviews. This research used a qualitative approach with an exploratory descriptive design. The results of the study of parking management strategies in development planning to create good governance that can be studied on the principles of voice and accountability, Government effectiveness, Rule of Law, Control of Corruption in Sinjai Regency still need improvement. This is perceived differently by the local government and the community, and from the public perspective, many things still need to be improved and maximized. The factors affecting the quality of parking levy implementation in Sinjai Regency, both as supporting and inhibiting factors, consist of three main aspects: (1) Human Resources (HR), which still needs improvement in terms of competence and work discipline; (2) Facilities and Infrastructure, which need to be updated and improved to support the smooth operation of retribution collection; and (3) System, which should be improved to be more efficient and to reduce potential leakage in retribution management. Therefore, to support the optimization of good governance implementation, it is recommended that the local government of Sinjai Regency make improvements and upgrades in these three factors. Improving the quality of human resources, updating facilities and infrastructure, as well as improving a more transparent and efficient system, will be important steps to achieve a more effective and sustainable parking retribution management.

Abstract

Penelitian ini bertujuan untuk mengevaluasi dan memehami bagaimana penguatan advokasi pengakuan dan perlindungan hak-hak milik masyarakat hukum adat di lapangan Gembira Kabupaten Toraja Utara serta untuk mendeskripsikan bagaimana dampak yang dirasakan masyarakat hukum adat dari hasil peraturan daerah kabupaten Toraja utara tentang pengakuan dan perlindungan hak masyarakat hukum adat. Jenis penelitian yang digunakan adalah penelitian deskriptif kualitatif eksploratif. Teknik pengumpulan data yang digunakan adalah observasi, wawancara serta dokumentasi. Sementara informan dalam penelitian ini sebanyak 9 orang, yaitu 2 orang dari bagian Hukum Sekretariat Daerah Kabupaten Toraja utara, 2 orang dari Dinas Kebudayaan dan Pariwisara Kabupaten Toraja utara, 2 orang dari Masyarakat Adat Ba'Lele, 2 orang dari Masyarakat Adat, serta 1 orang dari Aliansi Masyarakat Adat Nusantara (AMAN) Toraya. Hasil penelitian menunjukkan bahwa penguatan pengakuan dan perlindungan kasus tanah Lapangan Gembira di Kabupaten Toraja Utara, Pemerintah Daerah telah menerapkan berbagai strategi advokasi yang melibatkan masyarakat adat dan kolaborasi dengan berbagai pemangku kepentingan. Masyarakat Adat Ba’Lele, selain menjadi saksi dalam persidangan, juga aktif dalam gerakan Aliansi Masyarakat SangTorayan dan juga menggelar ritual adat Ma’pallin untuk menegaskan status tanah adat, pemerintah Kabupaten Toraja Utara terus menunjukkan komitmen kuat dalam mempertahankan tanah tersebut melalui jalur hukum yang sah dan terus berupaya mencapai keadilan yang diharapkan. Dalam penerapan Peraturan Daerah (PERDA) Kabupaten Toraja Utara Nomor 1 Tahun 2019 tentang Pengakuan dan Perlindungan Hak Masyarakat Hukum Adat mengalami berbagai hambatan yang mengganggu efektivitas dan efisiensinya. Hambatan utama termasuk kurangnya sosialisasi yang membuat masyarakat adat kurang memahami isi PERDA, serta keterbatasan sumber daya manusia di pemerintah daerah yang mengakibatkan lambatnya proses pemberdayaan masyarakat adat. This research aims to evaluate and understand how to strengthen advocacy for the recognition and protection of property rights of indigenous peoples in Gembira field, North Toraja Regency and and to describe the impact felt by indigenous peoples from the results of the North Toraja district regulation on the recognition and protection of the rights of indigenous peoples. The type of research used is exploratory qualitative descriptive research. Data collection techniques used are observation, interviews, and documentation. Meanwhile, the informants in this study numbered 9 people, namely 2 people from the Legal Section of the North Toraja Regency Secretariat, 2 people from the North Toraja Regency Culture and Tourism Office, 2 people from the Ba'Lele Indigenous Community, 2 people from the Indigenous Community, and 1 person from the Nusantara Indigenous Community Alliance (AMAN) Toraya. The results of the study show that to strengthen the recognition and protection of the Gembira Field land case in North Toraja Regency, the Regional Government has implemented various advocacy strategies involving indigenous peoples and cooperation with various stakeholders. The Ba'Lele Indigenous Community, in addition to being witnesses in the trial, is also active in the SangTorayan Community Alliance movement and holds the Ma'pallin traditional ritual to confirm the status of customary land. The North Toraja Regency Government continues to show a strong commitment to defending the land through legal channels and continues to strive to realize the expected justice. In the implementation of the Regional Regulation (PERDA) of North Toraja Regency Number 1 of 2019 concerning the Recognition and Protection of the Rights of Indigenous Peoples, so far, many obstacles have been encountered that interfere with its effectiveness and efficiency. The main obstacles include the lack of socialization which makes indigenous peoples less able to understand the contents of the PERDA, as well as limited human resources in the Regional Government which results in the slow process of empowering indigenous peoples.

Abstract

Penelitian ini bertujuan untuk mengetahui sejauh mana pengaruh pembinaan pegawai dalam meningkatan motivasi kerja di kantor Dewan Perwakilan Rakyat Daerah (DPRD) DPRD Provinsi Sulawesi Selatan. Keberhasilan suatu organisasi, khususnya pemerintah daerah, dalam mencapai tujuannya sangat bergantung pada bimbingan dari atasannya. Selain itu, peran Pembina senior dalam pembinaan dan pemberdayaan karyawan akan mempengaruhi efisiensi kerja. Bimbingan atasan memiliki pengaruh yang signifikan terhadap sikap, perilaku dan produktivitas kerja. Sehubungan dengan hal tersebut, maka seorang Pegawai Negeri Sipil di Kantor DPRD provinsi Sulawesi Selatan perlu mendapatkan pembinaan. Oleh karena itu, Pembinaan pegawai harus diterapkan secara sistematis, komprehensif dan berkelanjutan, artinya pembinaan aparatur sipil negara tidak dapat dilakukan sendiri, tetapi perlu dilakukan secara langsung, menyeluruh dan terintegrasi dengan konsep yang jelas. Data dikumpulkan melalui  observasi (pengamatan),  wawancara  (Interview)  dan dokumentasi. Penelitian yang dilakukan di Kantor DPRD Provinsi Sulawesi Selatan tepatnya di Kota Makassar ini menggunakan jenis dan tipe penelitian kualitatif deskriptif. Maka untuk mengetahui sejauh mana pembinaan yang dilakukan di Kantor DPRD Provinsi Sulawesi Selatan, dapat ditinjau dari bagaimana pembinaan pegawai dalam meningkatkan kinerja di Kantor DPRD Sulawesi Selatan dan bagaimana meningkatkan motivasi kerja dalam pembinaan disiplin pegawai di Kantor DPRD Provinsi Sulawesi Selatan. Melalui hasil penelitian yang dilakukan, pembinaan pegawai dalam meningkatkan kinerja di Kantor DPRD Provinsi Sulawesi Selatan yang ditinjau dari tiga indikator yaitu Responsivitas, Responsibilitas, dan Akuntabilitas ternyata sudah sangat baik kinerjanya dan tanggung jawab masing-masing pegawai. Adapun meningkatkan motivasi kerja dalam pembinaan disiplin pegawai di Kantor DPRD Provinsi Sulawesi Selatan yang ditinjau dari empat indikator yaitu Ketepatan waktu, Penggunaan peralatan kantor, Tanggung jawab yang tinggi, dan juga Ketaatan terhadap aturan kantor nyatanya sudah sangat baik pula. Akan tetapi dalam hal ini dikecualikan untuk penggunaan peralatan kantor perlu ditingkatkan lagi.. This research aims to determine the extent of the influence of employee coaching in increasing work motivation in the office of the Regional People's Representative Council (DPRD) of South Sulawesi Province. The success of organizations, especially local governments in achieving their goals and objectives, depends on the guidance carried out by their superiors. In addition, the role of supervisors in directing and empowering employees will affect work productivity. Coaching by superiors has a significant impact on attitudes, behavior and work productivity. In connection with this, a Civil Servant at the Office of DPRD South Sulawesi Provincial needs to receive guidance. Therefore, employee development must be applied in a systematic, comprehensive and sustainable manner, meaning that the development of the state civil apparatus cannot be carried out alone, but needs to be carried out directly, thoroughly and integrated with a clear concept. Data was collected through observation, interviews and documentation. The research, which was conducted at the Office of DPRD South Sulawesi Provincial, precisely in Makassar City, used the types and types of descriptive qualitative research. So to find out the extent of the coaching carried out at the Office of DPRD South Sulawesi Provincial, it can be seen from how employee development is in improving performance at the Office of DPRD South Sulawesi Provincial and how to increase work motivation in fostering employee discipline at the South Sulawesi Provincial DPRD Office. Through the results of research conducted, employee development in improving performance at the South Sulawesi Provincial DPRD Office, which is viewed from three indicators, namely Responsiveness, Responsibility, and Accountability, has turned out to be very good in terms of performance and responsibility of each employee. As for increasing work motivation in fostering employee discipline at the Office of DPRD South Sulawesi Provincial, which is viewed from four indicators, namely punctuality, use of office equipment, high responsibility, and obedience to office rules, in fact it has been very good as well. However, in this case, except for the use of office equipment, it needs to be improved again.

Abstract

Public policy serves as a framework to address public needs and interests, including the regulation of community services. Recognizing the critical importance of public services, governments are motivated to improve service quality through effective public policy implementation. This study aims to analyze the role of public policies in enhancing specific aspects of service quality, such as transparency, accountability, and professionalism. Using qualitative research methods, this study employs a literature study approach with a systematic selection of relevant sources, including peer-reviewed journals, government reports, and policy documents. Data analysis follows three stages: data reduction, data presentation, and conclusion drawing, ensuring a comprehensive understanding of the subject.  The findings indicate that public policies are instrumental in setting minimum service standards, promoting accountability and transparency, empowering communities, enhancing the professionalism of service apparatus, integrating technology into services, and enforcing compliance through penalties for providers failing to meet standards. These measures collectively contribute to significant improvements in service delivery. This research highlights the importance of policy design and implementation in fostering a responsive and efficient public service system. The findings provide actionable insights for policymakers to optimize public service frameworks and ensure community satisfaction.

Abstract

The government has endeavoured to realize the goals of educating the children through the National Education System. However, in some situations, the implementation of this effort has fallen short of expectations because certain practices—like managing school operational cost assistance funds—show less than ideal support in meeting educational standards. This research aims to describe and analyse the implementation of the School Operational Assistance Program (SOA) policy in Wajo Regency, South Sulawesi Province, Indonesia. The research method used is qualitative descriptive research and the data is analyzed using a policy theory approach with three dimensions: organization, interpretation and application. The research results show that the implementation of the policy for managing school operational costs in basic education in the Wajo area has been carried out by technical instructions which have been explained through organizational, interpretation and application aspects as well as through socialization, coordination and reference to the Ministry of Education and Culture database. The supporting factor for implementing this policy is the availability of resources as a means of supporting learning services to students where communication between implementers is established smoothly and program implementers are properly responsible for following their respective duties.

Abstract

Tujuan penelitian ini adalah mengetahui dan menganalisis kinerja PNS dalam memberikan pelayanan pada Kantor Camat Tallo Kota Makassar dan untuk mengetahui dan menganalisis faktor-faktor apa saja yang mempengaruhi kinerja PNS pelayanan dalam memberikan pelayanan pada Kantor Camat Tallo Kota Makassar. Penelitian ini berlokasi di Kantor Kecamatan Tallo yang dilaksanakan selama dua bulan, dengan menggunakan metode kualitatif. Informan yang dipilih berdasarkan teknik purposive sampling yaitu sebanyak 7 orang. Sumber data yang diambil adalah data primer dan data skunder. Ada 3 cara yang ditempuh dalam mengumpulkan data agar diperoleh hasil yang sesuai yaitu: wawancara mendalam (indepth interview), observasi/pengamatan, dan dokumentasi. Hasil penelitian yang ditemukan adalah Orientasi terhadap perubahan yang dilakukan oleh pegawai dengan mengikuti pendidikan, pelatihan, dan studi banding, memiliki kategori baik. Pegawai memiliki motivasi mengikuti kegiatan tersebut untuk menambah wawasan  pengetahuan dan mengembangkan diri, etika pelayanan yang ditunjukkan oleh aparatur pelayanan Kecamatan Tallo memiliki kategori tidak baik karena masih terdapat diskriminasi terhadap masyarakat, pegawai mendahulukan kerabat atau kenalannya dalam proses pengurusan, Sistem insentif yang diberikan kepada pegawai memiliki kategori tidak baik karena sistem insentif ini tidak menghasilkan   peningkatan yang signifikan terhadap prestasi kerja pegawai, dan Semangat kerjasama antar pegawai dan atasan mempunyai kategori tidak baik, karena masing–masing lebih cenderung bekerja individu dan tidak menunjukkan saling kerjasama sehingga terkadang menghambat proses pelayanan. The purpose of this study was to identify and analyze the performance of civil servants in providing services to the Tallo sub-district office, Makassar City and to identify and analyze the factors that influence the performance of civil servants in providing services at the Tallo sub-district office, Makassar city. This research is located in the Tallo District Office which was carried out for two months, using qualitative methods. Informants selected based on purposive sampling technique, namely as many as 7 people. Sources of data taken are primary data and secondary data. There are 3 methods used in collecting data in order to obtain appropriate results, namely: in-depth interviews, observation/observation, and documentation. The results of the study found that the orientation towards changes made by employees by participating in education, training, and comparative studies, has a good category. Employees are motivated to participate in these activities to broaden their knowledge and develop themselves, the service ethic shown by the Tallo District service apparatus is in a bad category because there is still discrimination against society, employees prioritize their relatives or acquaintances in the management process, the incentive system given to employees has the category is not good because this incentive system does not produce a significant increase in employee performance, and the spirit of cooperation between employees and superiors is in a bad category, because each tends to work individually and does not show mutual cooperation so that sometimes it hinders the service process.

Abstract

Tujuan penelitian ini adalah untuk mengetahui implementasi pelayanan publik yang berbasis teknologi informasi dan komunikasi, sebagai media informasi, dan sarana komunikasi interaktif antara pemerintah dengan pihak-pihak lain baik kelompok masyarakat, kalangan bisnis maupun antar sesama lembaga pemerintahan. Penelitian ini menggunakan tipe penelitian kualitatif dengan lokasi penelitian di Badan Kepegawaian Daerah Kabupaten Wajo. Penelitian ini dilaksanakan selama 2 bulan, dengan menggunakan teknik Wawancara, Observasi, dan Dokumentasi. Hasil penelitian menunjukan bahwa Hampir seluruh jenis aplikasi yang digunakan pasti melibatkan pengolahan data menjadi informasi yang selanjutnya akan digunakan oleh pemerintah maupun perangkat terkait dalam proses pengambilan keputusan. Di lingkungan pemerintahan, hampir setiap hari para birokrat pemerintahan harus mengambil keputusan-keputusan penting yang berkaitan dengan hajat hidup orang banyak dan keberlangsungan/keberadaan pemerintahan yang bersangkutan. The purpose of this study was to determine the implementation of information and communication technology-based public services, as information media, and interactive means of communication between the government and other parties, both community groups, business circles and between fellow government agencies. This study uses a qualitative research type with research locations in the Wajo District Civil Service Agency. This research was conducted for 2 months, using interview, observation and documentation techniques. The results of the study show that almost all types of applications used involve data processing into information which will then be used by the government and related agencies in the decision-making process. In the government environment, almost every day government bureaucrats have to make important decisions related to the welfare of the people and the continuity/existence of the government concerned.
