Abstract

Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis Implementasi Kebijakan Alokasi Dana Gerakan Desa Membangun Di Kecamatan Malinau Kota Kabupaten Malinau Provinsi Kalimantan Utara. Hasil penelitian menunjukkan bahwa Pemerintah Daerah Kabupaten Malinau dalam pengelolaan Dana Gerakan Desa Membangun (Dana Gerdema) menggunakan asas diskresi atau dengan kata lain membuat kebijakan yang dalam pengelolaannya berbeda dengan kebijakan yang dikeluarkan pemerintah pusat dengan berpatokan pada kebutuhan masyarakat desa di Kabupaten Malinau, dalam implementasi kebijakan alokasi dana gerakan desa membangun di Kecamatan Malinau Kota Kabupaten Malinau belum berjalan dengan efektif, karena pemberdayaan masyarakat dalam penanggulangan kemiskinan masih belum optimal, hal ini terlihat dari manfaat dan perubahan yang diterima masyarakat belum sesuai dengan harapan yaitu masih adanya angka kemiskinan dan perubahan yang belum dirasakan oleh masyarakat, serta masih rendahnya SDM yang terlibat. Hal tersebut juga menjadi faktor penghambat Implementasi Kebijakan Alokasi Dana Desa Membangun Di Kecamatan Malinau Kota Kabupaten Malinau.

Abstract

The construction of a New Capital City  (IKN) will have major implications for the equitable distribution of national welfare. The development of the National Capital Region (IKN) is a national strategic project that is considered to be able to increase economic growth and equitable distribution of national welfare. There are data that explain empirically the explanatory material that has been discussed. It can be emphasized that in the short term, the development of the  IKN can encourage economic activity through infrastructure investment in the IKN and surrounding areas. Then encourage trade between regions, and open up job creation opportunities. This paper also recommends that development in the context of welfare is not only a matter of increasing economic impact after the development of IKN in PPU and Kukar. However, in the context of the perspective of local community involvement in the stages of IKN development, it must be included, especially the contribution to recommendations for strengthening the socio-cultural aspect. The analysis used in this paper is descriptive qualitative research. In collecting data to support this research will track through data from the Central Statistics Agency (BPS) and National Development Planning Agency (BAPPENAS) for each area affected by IKN.

Abstract

Marriage always raises various problems. So is engagement, which is the first step toward marriage. Even though no contract can unite the two parties in a legal bond according to religious law, the cancellation of an engagement remains a serious problem that should be considered by Islamic family law practitioners and local religious leaders because the cancellation of an engagement can have legal consequences for both of them, related to the rights and status of the property given during the engagement process. Therefore, it is necessary to have an Islamic legal view to clarify the position of gifted assets in an aborted engagement by producing a conclusion that the gifted property is called a gift. From the description of the problem above, the author focused on three things; (1) how the practice of giving property in the engagement process was, (2) how the custom of withdrawing property gifted in a canceled engagement was, and (3) what the view of Islamic law regarding the custom of withdrawing gifted property in an annulled engagement (Case study in the village of Kandang Central Tebo District, Tebo Regency, Jambi Province) was. This type of this research was qualitative, through observation techniques, interviews, data collection, and documentation. The collected data were analyzed using triangulation research. The study results concluded that in its practice, the custom of withdrawing property from a canceled engagement in the village of Kandang must have invited the Traditional Leader, Village Officials, and also Nenek Mamak. According to the view of Islamic law, the gift of wealth in a engagement is a gift, it is a contract to give one person's property to another without any reward as a tribute or achievement, not a dowry, a grant, or charity. Because in Islamic law, gifts in engagement can be achieved through the istishlahiy/maqashidiy method, it is an ijtihad method that refers to maqasid al-shari'ah.

Abstract

Tujuan Penelitian ini adalah untuk mendeskripsikan dan menganalisis pembinaan sumber daya aparatur dalam rangka peningkatan kinerja pegawai pada kantor BPKAD Kota Bontang serta mengidentifikasi kendalanya. Penelitian inimerupakan jenis penelitian kualitatif yang berlokasi di BPKAD Pemerintah Kota Bontang. Fokus Penelitian mengacu pada pembinaan sumber daya aparatur dalam rangka peningkatan kinerja pegawai pada kantor BPKAD Kota Bontang, meliputi Kebijakan pembinaan sumber daya aparatur, pendidikan, pelatihan, sekolah kader dan kendala yang dihadapi. Datadiperoleh denganteknikwawancara,observasi,dandokumentasi,yang kemudiandianalisis denganmenggunakanmodelanalisisinteraktif melaluitahap reduksidata, penyajiandata, dan penarikan kesimpulan. Hasil penelitian menyimpulkan bahwa pembinaan sumber daya aparatur dalam rangka peningkatan kinerja pegawai pada kantor BPKAD Kota Bontang secara umum telah terlaksana namun belum maksimal, hal dapat diketahui bahwa kebijakan dalam pembinaan SDM belum optimal terutama  melalui alokasi anggaran, hal ini karena program pembinaan pegawai belum menjadi program prioritas selain itu belum ada kebijakan khusus dan konsisten untuk menetapkan alokasi anggaran untuk pembinaan melalui pengembangan sumber daya manusia di BPKAD Kota Bontang. Pelaksanaan pembinaan pegawai melalui pendidikan telah dilakukan namun belum optimal, hal ini dikarenakan saat ini pelaksanaan pembinaan melalui tugas belajar belum dilakukan, namun untuk ijin belajar telah dilakukan dan berjalan dengan baik. Kegiatan pelatihan yang pernah diikuti oleh para pegawai melalui pelatihan klasikal dalam bentuk Bimtek dilakukan secara tatap muka dan memberikan hasil baik karena efektif untuk dapat menambah wawasan serta pengetahuan pegawai, namun belum dilakukan secara berkala dan berjenjang. Sementara itu untuk peningkatan keahlian melalui kompetensi fungsional dilakukan  melalui pelaksanaan Bimtek dan pelatihan teknis sesuai dengan kompetensi pegawai namun masih sangat terbatas lembaga pelaksannya. Kemudian untuk kompetensi manajerial dan kompetensi sosial kultural dilakukan  oleh LAN telah dilaksanakan dengan baik dan sesuai harapan. Pelaksanaan kegiatan untuk sekolah kader sebelumnya telah dilaksanakan namun saat ini belum kembali dilaksanakan di BPKAD Kota Bontang.  Kemudian Kendala yang dihadapi dalam pembinaan sumber daya aparatur dalam rangka peningkatan kinerja pegawai yaitu belum adanya pembinaan pegawai yang efektif, Pelaksanaan Bimtek dan sosialisasi belum merata ke semua bagian dan masih adanya pegawai yang mengikuti bimtek tidak sesuai dengan tupoksinya serta keterbatasan anggaran pembinaan.

Abstract

Abstrak: Tujuan penelitian ini adalah untuk mengetahui dan mendeskripsikan implementasi Perka BKN  Nomor 25 Tahun 2013 tentang kenaikan pangkat PNS di Kabupaten Mahakam Ulu. Penelitian termasuk penelitian deskriptif dengan pendekatan kualitatif, data yang digunakan yaitu data primer dan data skunder serta diolah dengan analisis model interaktif. Hasil penelitian menunjukkan bahwa implementasi kebijakan pada aspek komunikasi, sumberdaya, disposisi,dan struktur birokrasi dalam pelaksanaannya belum berjalan secara optimal. Faktor pendukung kebijakan kebijakan ini adalah adanya dukungan dari Pemerintah Kabupaten Mahakam Ulu dalam proses kenaikan pangkat khususnya anggaran khusus pegawai, adanya sarana dan prasarana yang menunjang pekerjaan yang dibutuhkan pegawai sehingga dapat membantu mengatasi permasalahan-permasalahan. Faktor Penghambat  yaitu ketidaktersediaan Tim PAK dalam proses kenaikan pangkat khususnya jabatan fungsional tertentu di Mahakam Ulu dan penempatan pegawai tidak sesuai dengan jabatan fungsional tertentu. Keyword : Implementasi, Penyetaraan, Perka

Abstract

This research aims to explain, analyze and interpret the implementation of the Population Administration Service Innovation "Balikpapan Beach" in the Balikpapan City Population and Civil Registry Service. This research focuses on implementing innovation through the Best Practice Innovation approach (Impact, Partnership, Sustainability, Leadership, Transferability) and its Inhibiting Factors. The results of the research show that the Population Administration Service Innovation "Balikpapan Beach" in the Balikpapan City Population and Civil Registration Service is good and is included in the Best Partice category including the Impact dimension on the external (Community) and Internal (Balikpapan City Dukcapil) side, the Balikpapan City Dukcapil Patnership dimension collaborate with related departments and private parties through cooperation agreements. Sustainability support from the legislative side, the issuance of supporting regulations as well as support from HR commitment and openness to suggestions and criticism of services as evaluation material. = Leadership of the Head of the Balikpapan City Dukcapil Service is the key to the success of the "Balikpapan Beach" innovation with leadership in the Transformational and Agile leadership categories. And finally, the transferability dimension of the "Balikpapan Beach" application has been replicated and studied/transferred from knowledge with agencies inside and outside East Kalimantan. The inhibiting factors are limited operational hours, the public's lack of understanding of the "Balikpapan Beach" service, resulting in people returning in droves to the Balikpapan City Dukcapil to get clarity regarding complaints and service information and finally the centralized SIAK Server which is directly run by the Directorate General of Dukcapil, Ministry of Home Affairs, which experienced disruption and maintenance resulting in disruption of services at "Balikpapan Beach".

Abstract

The purpose of this study is to find out and analyze the evaluation of the farmer institutional development program from organizational, managerial and entrepreneurial abilities and the supporting factors and inhibiting factors of the evaluation of the farmer institutional development program in Mahakam Ulu Regency. This research uses a mixed method, namely a series of qualitative and quantitative approaches. This research is focused on evaluating the farmer institutional development program in Mahakam Ulu Regency in farmers' managerial, organizational and entrepreneurial development. This study shows that the results of the evaluation of the farmer institutional development program are feasible to continue. This is measured by the efficiency aspect of the farmer institutional development program, which is measured by the optimal use of resources, which is considered good overall on the efficiency of the farmer institutional development program. The effectiveness of the farmer institutional development program in Mahakam Ulu is still categorized as effective (sound). The responsiveness of the farmer institutional development program in Mahakam Ulu Regency is still categorized as good. The adequacy of the farmer institutional development program in Mahakam Ulu is still categorized as good. The distribution of farmer institutional development programs is also quite good. The accuracy of the farmer institutional development program in Mahakam Ulu is still categorized as good.

Abstract

Tujuan penelitian ini untuk mendeskripsikan dan menganalisis pelaksanaan pengadaan barang dan jasa melalui penujukan langsung pada Badan Pengelola Keuangan dan Aset Daerah Kabupaten Mahakam Ulu. Penelitian ini menggunakan pendekatan penelitian deskriptif kualitatif, yang bersumber dari data primer data skunder kemudian dianalisis melalui analisis model interaktif. Hasil penelitian menyimpulkan bahwa pelaksanaan Pengadaan Barang dan Jasa dari Persiapan dan perencanaan dilakukan awal tahun dari bulan januari - april tahun berjalan dengan tahapan pengelola barang menyerahkan data rekapitulasi dari usulan setiap bidang di bulan Mei kepada Pengguna barang, Kemudian melakukan telaah dan dituangkan dalam Rencana Kerja dan Anggara paling lambat bulan Agustus dan selanjutnya dituangkan dalam Renja tahun berikutnya dan diinput di bulan Desember tahun berjalan, kemudian pengadaan dilakukan di tahun berikutnya. Pengadaan barang dan jasa terdiri dari satu orang panitia yang berperan dalam melaksanakan persiapan dan pelaksanaan pengadaan langsung. Pelaksanaan pemilihan penyedia pengadaan barang dan jasa   dilakukan dengan mengundang 2 pelaku usaha yang dipilih sebagai pembanding, dan dilakukan negosiasi teknis maupun harga kemudian ditetapkan satu penyedia dan pejabat pengadaan bersama PPK menyepakati penyedia yang telah dipilih berdasarkan perbandingan penawaran tersebut. Pelaksanaan kontrak dilakukan ketika surat Perintah Kerja keluar (SPK) terbit maka PPK selaku Pihak Pertama dan Pihak Kedua selaku Penyedia Pengadaan yang di telah ditentukan secara bersama-sama  menandatangi SPK sebagai bentuk kesepakatan. Serah terima hasil pekerjaan ini dilakukan ketika pekerjaan selesai (100%) dan tidak ada kesalahan, hal ini telah menjadi tanggungjawab dari PPK secara utuh melaksanakan penerimaan, pemeriksaan dan pemeriksaan administratif dalam proses serah terima hasil pengadaan.

Abstract

This study explores the implementation of the Electronic Performance System for State Civil Apparatus at the Tenggarong Seberang Sub-District Office, Kutai Kartanegara Regency. The system was developed as part of the Indonesian government's broader strategy to improve bureaucratic performance and accountability through the application of digital governance (e-government). The research applies to a qualitative descriptive method with data collected through field observations, in-depth interviews, document analysis, and literature review. Key aspects examined include communication, resource availability, disposition or willingness of implementers, and bureaucratic structure drawing from the policy implementation model of George C. Edwards III. The findings reveal that while the transmission and clarity of the E-Kinerja policy are adequately established through training and socialization activities, the consistency of its application varies among staff. A significant challenge lies in the limited understanding and technical capacity of certain employees to operate the system effectively. In addition, the absence of specific financial resources to support the digital infrastructure and recurring system errors further hinder smooth implementation. However, a strong disposition among the staff and legal support from national regulations such as BKN Regulation No. 7/2023 act as positive factors reinforcing the system’s use. This research concludes that the successful implementation of E-Kinerja depends not only on the system's technical robustness but also on human resource readiness, leadership commitment, and the integration of organizational routines. The case of the Tenggarong Seberang Sub-District Office illustrates both the opportunities and constraints that local governments face in translating central government digital policy into effective administrative practice. The study offers insights for future improvements in performance-based management systems within Indonesia’s public sector.

Abstract

Implementation of Regional Regulation Policy No.03 of 2016 concerning Non- Smoking Areas in the Paser District Health Service (supervised by Prof. Dr. H. Adam Idris, M. Si as supervisor I and Mohammad Taufik, S. Sos, M. Si as lecturer supervisor II). The aim of this research is to determine the implementation of Regional Regulation Policy No.03 of 2016 concerning No-Smoking Areas in the Paser District Health Service. Search data obtained from interviews and observations. Meanwhile, The research methodology used is qualitative, specifically using the phenomenological approach. Primary and secondary data are the two main types of research data sources. There were a total of six research informants. The used analytical method involves data manipulation, data representation, and the derivation of findings, followed by their validation. The research results show that the implementation of regional regulation policy no. 3 of 2016 concerning No- Smoking Areas in the Paser District Health Service uses the Soren implementation model. C. Winter, is already running even though implementation is not yet optimal. Therefore, Efforts such as socialisation and counselling by government agencies, including the Paser District Health Service, in collaboration with other relevant institutions, are imperative. However, the implementation of the Regional Regulation on No-Smoking Areas has proven to be unsuccessful.
