Abstract

Purpose of this researsch is to describe the design of the blended learning learning model in the course of International Relations in the Department of Social and Political Sciences, Universitas Negeri Padang. Blended Learning is a learning model that combines face-to-face lectures in class with online learning based on technology tools. This research is a qualitative research with descriptive analysis. Data is obtained through literature studies, documentation and asking for the opinions of experts related to the learning model that is appropriately implemented in learning in higher education. The results of this study are in the form of a learning model design with a combination of face-to-face learning with the use of technology in accordance with teaching materials and learning outcomes in the course of International Relations. Thus the pattern of interaction between lecturers and students is not always in the classroom but on various occasions who remain connected using internet technology tools. The blended learning design developed is expected to be coherent with the achievement of International Relations learning that has been compiled while increasing the mastery of technology by students and lecturers.

Abstract

This article analyzes the role of civic education in enhancing citizens' digital rights and responsibilities, emphasizing the need for wise use of technology. While citizens have the freedom to access internet technology, they are equally obliged to act responsibly and respect others when using it. This study adopts a conceptual approach by reviewing relevant articles and books. The analysis highlights that civic education plays a pivotal role in fostering responsible digital behavior. Civic education holds a strategic position in preparing citizens to meet global challenges, particularly through initiatives such as integrating digital citizenship topics into the national education curriculum. It also recommends innovations in digital-based learning models and emphasizes the importance of training and workshops for teachers. These initiatives aim to equip educators with the ability to adapt to new digital environments, encourage creativity, provide constructive feedback, and utilize various digital platforms effectively in the learning process. By embedding these practices, civic education can significantly contribute to creating informed, responsible digital citizens capable of balancing their rights and obligations in the digital age.

Abstract

Civic education’s orientation is values education, which substantially teach students to be moral human beings. This paper discusses about the characteristics of the appropriate media in teaching civic education, the types of and principles in using instructional media. Based on the literature review and analysis, the study found the characteristics of the appropriate media in teaching civic education as values education that the media should: deliver message of hope; contain values ​​and morals; be designed to adjust with the development of information technology in the globalization era; use authentic teaching and learning activities, attarct the students’ interest and attention, to encourage students to think critically, and be affordable to students' learning ability. Based on the characteristics, teachers can determine the appro-priate media in teaching whether using the graphic media, audio, or silent projection. Then the teachers can use the media with the principles: each media has its advantages and disad-vantages, using the media as needed, and encourage students to study actively. Keywords: instructional media, civic education, values education ABSTRAK Tulisan ini membahas tentang karakteristik media yang tepat dalam pembelajaran pendidikan kewarganegaraan (PKn), dimana orientasi PKn adalah pendidikan nilai yang substansinya membentuk siswa menjadi insan yang bermoral, kemudian jenis-jenis media dalam pembelajaran dan prinsip dalam pemanfaatan media pembelajaran. Berdasarkan telaah pustaka dan analisis penulis menemukan bahwa karakteristik media yang tepat dalam pembe-lajaran PKn sebagai pendidikan nilai diantaranya adalah: media mampu membawa sejumlah isi pesan harapan, memuat nilai dan moral, disusun sesuai dengan perkembangan teknologi informasi di era globalisasi, menggunakan pembelajaran yang nyata, mampu menarik minat, perhatian dan membuat siswa berfikir kritis serta terjangkau oleh kemam-puan belajar siswa. Dari karakteritik tersebut guru mampu menentukan media yang tepat dalam pembelajaran apakah itu media grafis, audio dan proyeksi diam. Setelah itu guru mampu memanfaatkan media dengan prinsip: bahwa setiap media memiliki kelebihan dan kekurangan, menggu-nakan media seperlunya saja dan dapat memperlakukan siswa secara aktif. Abstract

This study aims to analyze and develop the Value Clarification Technique of Law (VCTL) learning model to strengthen high school students’ understanding of digital rights and responsibilities in Padang City. While students have the freedom to access internet technology, they are also expected to use it responsibly and respect the rights of others in digital spaces. The development of the VCTL model was motivated by the growing concern over students’ unwise behavior in using the internet, highlighting the need for an educational approach that fosters ethical awareness and value-based decision-making. This research adopts a Research and Development (RD) methodology using the ADDIE model, which includes the phases of Analysis, Design, Development, Implementation, and Evaluation. The final product is a model book designed to assist teachers in implementing the VCTL approach in high school classrooms. The findings indicate that the VCTL model effectively enhances students’ digital responsibility by engaging them in structured value clarification processes anchored in legal and ethical considerations. The model encourages students to critically choose, clarify, and act upon values related to digital citizenship.

Abstract

This paper aims to analyze the digital rights and responsibilities of students in Padang City in their use of internet technology. The rapid development of technology requires students to be not only active users, but also to understand the ethical norms, rights, and responsibilities inherent in online activities. On one hand, students have the freedom to access internet technology, but on the other, they are required to be responsible and respect the rights of others. This study is a qualitative descriptive research. The authors proposed 24 statements indicating students' digital rights and responsibilities. Data was collected through observation, interviews, and questionnaires, which were then interpreted. The results found that students understood their digital rights and responsibilities and maintained their own and others' digital privacy well. However, their academic ethics tended to be low, as students considered actions like copying material and downloading videos to be a normal practice. In terms of reporting digital rights theft and harassment, the students' awareness was quite good, but they did not know the proper procedures. Therefore, socialization is needed for relevant institutions, such as the Padang City Education Office, school supervisors, and teachers, regarding the digital rights and responsibilities of high school students in using internet technology wisely.
