Abstract

Pelabuhan Belawan sebagai pintu gerbang perdagangan internasional  di wilayah Indonesia bagian barat merupakan pintu gerbang untuk eksport Indonesia ke berbagai belahan dunia khususnya komoditas yang berasal dari propinsi Sumatera Utara dan sekitarnya. Sejak azas cabotage diberlakukan di Indonesia pada tahun 2005, belum pernah kapal-kapal berbendera Indonesia menguasai lalu lintas angkutan laut luar negeri (eksport), kapal asing selalu mendominasi pangsa muatan ekspor secara nasional. Untuk itu penelitian ini dilakukan untuk melihat profile kapal-kapal  berbendera asing  yang membawa ekspor Indonesia  dari Pelabuhan Belawan dan perkembangannya selama 3 tahun terakhir. Hasil penelitian menunjukkan selama tiga tahun terakhir dari 2013 sampai 2015, kapal asing masih menguasai pangsa muatan lalu lintas angkutan laut luar negeri khususnya yang diangkut dengan menggunakan kapal kontainer. Tahun 2013, 94% barang ekspor dalam kontainer diangkut oleh kapal berbendera asing ,ditahun 2014 turun menjadi 88 % dan kembali naik 93 % ditahun 2015. Tingginya pangsa muatan yang di dapat oleh kapal berbendera asing menjadi peluang yang harus ditanggapi secara serius oleh pemerintah dengan berbagai macam tantangan termasuk diantaranya kapasitas kapal nasional yang tidak bertambah.

Abstract

Problems with the operation of the hand line are that the fishing line is often entangled, fishermen are tired from going up and down the line and the large size of the tuna fish requires extra effort. The aim of the study was to find out whether the line hauler tool can solve problems in the operation of tuna handlines. Research time September to November 2022 in Sorong City. Catch data collection was carried out during research activities, the research method used experimental fishing. Experimental fishing was carried out with 2 treatments, namely control fishing line and handline with a line hauler for 16 trips/day. Control handlines had a total catch of 161 individuals, while handlines with line haulers had a total catch of 196 individuals. The results of the t test show that the use of the line hauler has an effect on the number of fishing gear settings. The effectiveness of the assistive devices can be seen from the different houling times between control lures and handlines with assistive devices, this time difference affects the number of settings produced during fishing gear operation, where the use of assistive devices results in a total of 196 settings and without tools 161 times setting. So the use of tools provides opportunities to get more fish compared to without tools. The value of the effectiveness of the use of assistive devices is 18%.

Abstract

Krendet, gill nets, and traps are fishing gear commonly used to catch lobsters (Panulirus spp) by Indonesian fishermen, but there are many issues related to the use of non-selective and environmentally unfriendly fishing gear. This laboratory research aims to develop selective and effective lobster capture technology, in line with the implementation of PERMEN KP No. 27 of 2024 regarding lobster management. The data obtained were analyzed using the Independent Sample t-Test to evaluate the differences in selectivity and effectiveness between the HDPE multilevel wall traps and the standard foldable traps in capturing legal-sized lobsters. The analysis results showed that the multilevel wall traps performed better, with a total of 56 lobsters captured, all of which were legal-sized (≥ 200 grams), while the foldable traps only captured 26 legal lobsters and 20 illegal ones, accounting for approximately 43.48% of illegal catches. This shows that the tiered wall trap is more selective and environmentally friendly. In terms of the proportion of legal catches, the use of multilevel wall traps increased the number of legal catches by 77.8% compared to foldable traps, which is highly significant for the sustainability of lobster resources. Statistical tests also show that the average weight of lobsters caught by tiered wall traps is significantly higher, with a mean difference of 173.02 grams (p 0.000) and a 95% confidence interval between 126.99 and 219.04 grams.
