Abstract

For a long time, teaching and learning in a formal higher education is always means the meeting of teacher and learners in the classroom. The rapid changes in technology shift the paradigm of teaching and learning. The emerging in the use of the Internet changes the teaching and learning activities. Teaching and learning not only happends in the real classroom, but also in the virtual classroom where teacher and and learners separate physically. E-learning becomes a popular tool as an interactive tool for virtual education. However, the use and the implementation of e-learning in formal education are not as simple as it says. Since, changing paradigm of teaching and learning is a complicated process which involved many parties. The article discusses how e-learning changes the teaching and learning in a formal higher education in Indonesia. The article also discuss the prior experience of Universitas Terbuka, as a distance education institution in Indonesia, in implementing the teaching and learning through the Internet

Abstract

Penelitian ini bertujuan untuk mengetahui pengaruh kemampuan literasi informasi dan motivasi kerja terhadap kinerja guru sekolah dasar di Gugus Sadewa Kecamatan Petanahan Kabupaten Kebumen. Penelitian ini merupakan penelitian kuantitatif. Populasi meliputi semua guru sekolah dasar di Gugus Sadewa Kecamatan Petanahan Kabupaten Kebumen, sedangkan sampel berjumlah 59 guru. Pengumpulan data menggunakan angket, kemudian dianalisis menggunakan regresi sederhana dan regresi ganda. Hasil penelitian ini berupa: (1) Kemampuan Literasi Informasi memiliki pengaruh signifikan terhadap Kinerja Guru, terbukti dari nilai Sig = 0,000 < ? = 0,050. Adapun nilai koefisien korelasi (r2) = 0,555 atau berkontribusi sebesar 55,5 %; (2) Motivasi Kerja memiliki pengaruh tidak signifikan terhadap Kinerja Guru, terbukti dari nilai Sig = 0,094 > ? = 0,050. Adapun nilai koefisien korelasi (r2) = 0,220 atau hanya berkontribusi sebesar 22,0 %; dan (3) Kemampuan Literasi Informasi dan Motivasi Kerja secara bersama-sama memiliki pengaruh signifikan terhadap Kinerja Guru, terbukti dari nilai Sig = 0,000 < ? = 0,050. Adapun nilai koefisien korelasi (R2) = 0,556 atau berkontribusi sebesar 55,6 %.

Abstract

The purpose of this study was to determine the effect of training, career development, empowerment, and work discipline on employee job satisfaction at the Class I Airport Operator unit of Mopah Merauke. The research involved 102 employees at the Class I Airport Operator unit of Mopah Merauke as the research sample. Data were collected using a questionnaire and then tabulated and analyzed using multiple linear regressions with the aid of SPSS 21. The analysis proves that training, career development, and empowerment have a significant effect on job satisfaction, while work discipline has no significant effect on job satisfaction.

Abstract

Upaya peningkatan kinerja organisasi telah dikembangkan oleh pemerintah dengan penerapan prinsip good governance. Data capaian kinerja Pemerintah Provinsi Kepulauan Riau Tahun 2018 menunjukkan bahwa capaian kinerja hanya mencapai 70-80 persen dari target yang sudah ditentukan. Capaian kinerja Dinas Tenaga Kerja dan Transmigrasi Provinsi Kepulauan Riau menempati peringkat 20 dari 40 Perangkat Daerah. Tidak tercapainya terget kinerja yang sudah ditetapkan di Dinas Tenaga Kerja dan Transmigrasi diduga dipengaruhi oleh budaya dan struktur organisasi sehingga penelitian ini bertujuan untuk meneliti pengaruh budaya dan struktur terhadap kinerja organisasi Di Dinas Tenaga Kerja dan Transmigrasi Provinsi Kepulauan Riau. Penelitian Ini menggunakan Structure Equation Model–Partially Least Square dan Regresi Logistik. Diperoleh hasil bahwa dengan budaya sebagai efek moderator, secara parsial, struktur tidak berpengaruh terhadap kinerja organisasi dan budaya berpengaruh positif dan signifikan terhadap Kinerja organisasi. Secara simultan struktur dan budaya organisasi berpengaruh positif dan signifikan terhadap kinerja organisasi dengan nilai koefisien determinasi sebesar 77,8 persen. Kecenderungan pegawai yang berstatus ASN memiliki kinerja yang baik sebesar 4,729 kali dibandingkan dengan non ASN dan tidak terjadi bias gender dalam hal kinerja pegawai laki-laki dan perempuan. Peluang terbesar pegawai memiliki kinerja baik yaitu pegawai yang berjenis kelamin perempuan dan status sebagai ASN.Kata Kunci: Kinerja Organisasi, SEM-PLS, Regresi Logistik AbstractGovernment has taken efforts to improve organizational performance by applying the principals of good governace. The performance data of Riau Islands Province Goverment in 2018 showed that the performance achievement did not reach the target. The realization of regional apparatus performance only reached 70 - 80%.The performance of Manpower and Transmigration Office ranked 20 out of 40 regional apparatur offices. It does not reach the target of performance set in Department of Manpower and Transmigration is allegedly influenced by the culture and organizational structure. Therefore, this study intends to watch the influence of culture organizational structure towards the performance of Manpower and Transmigration Officers of Riau Islands Province. This study uses Structure Equation Model - Partially Least Square and Logistic Regression results which obtained simultaneously, with culture as an moderator effect, organizational structure directly and indirectly affects in organizational performance and culture influences organizational performance with a coefficient of determination of 77.8 percent. The tendency of employees with Civil Servants status has a good performance of 4,729 times compare to Honorary Officers and there is no gender bias in terms of performance between male and female employees. Abstract

Kota Batam adalah kota terbesar di Provinsi Kepulauan Riau dan merupakan kota terbesar ke tiga populasinya di Sumatera setelah Medan dan Palembang. Jumlah penduduk pada Tahun 2019 mencapai 1.349.775 jiwa. Penyelenggaraan pendidikan, peningkatan pelayanan kesehatan, Peningkatan pelayanan pengelolaan sampah, upaya menanggulangi kemacetan dan sejumlah pelayanan lainnya, merupakan pelayanan publik yang dibutuhkan penduduk. Untuk itu Pemerintahan Kota Batam telah membuat Peraturan Daerah Kota Batam Nomor 11 Tahun 2013 tentang Pengelolaan Sampah. Tujuan penelitian ini adalah menganalisis pelaksanaan pengelolaan sampah di Kecamatan Bengkong Kota Batam. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Data yang dihasilkan dalam penelitian dianalisis dengan metoda analisis deskriftif. Hasil dari penelitian menunjukan secara umum bahwa pelaksanaan kebijakan pengelolaan sampah di Kecamatan Bengkong Kota Batam masih belum optimal. Pemerintah Kota dalam hal ini Kecamatan Bengkong dalam mengimplementasikan kebijakan belum berhasil membuat warga untuk memahami implementasi atau pelaksanaan 3R (reuse, reduce, recycle) yaitu menggunakan kembali, mengurangi dan mendaur ulang sampah. Oleh karena itu pemerintah perlu memberikan informasi yang relevan dan mudah diterima oleh masyarakat agar pada pelaksanaan kebijakan pemerintah dapat meningkatkan kesejahteraan masyarakat secara menyeluruh di Kota Batam khususnya di Kecamatan Bengkong. Pelaksanaan implementasi kebijakan memerlukan sosialisasi yang baik kepada masyarakat.Kata Kunci: analisis kebijakan, pengelolaan sampah AbstractBatam City is the largest city in Riau Islands Province and is the third largest city population in Sumatra after Medan and Palembang, with a population of 2019 reaching 1,349,775 people. In a number of sectors, such as providing education, improving health services, improving waste management services, efforts to tackle congestion and a number of other services, the Batam City Government has rolled out Batam City Regulation Number 11 of 2013 Waste Management. The local goverment has been implementing the waste management policy from the beginning purpose of this study was to analyze the implementation of waste management in Bengkong District, Batam City. This study uses a descriptive method with a qualitative approach, because the data generated in this study are written and oral words with descriptive methods are the methods used to analyze data by describing or describing. The results of the study showed that in general, the implementation of waste management policy in the Bengkong District of Batam City was still not optimally carried out by the Bengkong District in implementing policies, where the community in the Bengkong District of Batam City did not understand the implementation or implementation of 3R (reuse, reduce, recycle) reuse, reduce and recycle. The government also needs to provide information that is relevant and easily accepted by the public in order to understand the implementation of government policies that are useful for improving overall community welfare in Batam City, especially in Bengkong District. Abstract

This study aims to describe the effect of remuneration, rotation and mutation on the performance of the Bima Resort Police. This research is a quantitative research that uses associative research, namely research that seeks the relationship between one variable and another variable. The population of this study were all Bima Resort Police officers who had been rotated and transferred in 2020, which were 54 people and were used as research samples. The research instrument used in collecting research data is a questionnaire containing questions related to research variables. Before being used to collect research data, the validity and reliability are tested first. Data analysis in analytical research is descriptive analysis and multiple linear regression analysis. The results of the descriptive analysis show that the remuneration variable for the members of the Bima Resort Police in 2021 is quite high, the rotation policy is classified as good in accordance with applicable regulations as well as the mutation policy which is classified as good and the results of the performance questionnaire for the members of the Bima Resort Police in 2021 are classified as high. The results of multiple linear regression analysis that: (1) remuneration has a significant effect on the performance of members of the Bima Resort Police; (2) The rotation policy has no significant effect on members of the Bima Resort Police; (3) The transfer policy has a significant effect on members of the Bima Resort Police; and (4) Remuneration, rotation and mutation have a significant simultaneous effect on members of the Bima Resort Police.

Abstract

Maximum employee discipline must be a concern for organizational leaders. Through a persuasive approach influencing attitudes, beliefs, and behavior as an effort to increase one's awareness and willingness to obey all applicable regulations. The provision of punishment, such as a warning or suspension, is referred to as a disciplinary action. In addition, a conducive and comfortable work climate will create enthusiasm for employees to work, improve performance and work discipline in every job. The purpose of this study was to determine the effect of a persuasive approach, a formal approach, and an organizational climate on the work discipline of the Bima Regency Inspectorate's employees. This study uses a quantitative approach with a survey method. The population is all civil servants in the Bima Regency Inspectorate, totaling 83 employees. In the comparison, the sampling technique is proportional random sampling with the number of samples determined as many as 65 employees. The data collection technique is a questionnaire that has been tested for validity and reliability. Data analysis is a lot of regression analysis through the help of SPSS program. The results of the study revealed that (1) the persuasive approach had a positive and significant effect on employee work discipline at the Bima Regency Inspectorate, (2) the formal approach had a positive and significant effect on employee work discipline at the Bima Regency Inspectorate, (3) the organizational climate had a positive and significant effect on work discipline of employees at the Bima Regency Inspectorate for supervision. The results showed that partially and simultaneously, the variables of the persuasive approach, formal approach and organizational climate had a positive and significant effect on employee work discipline.

Abstract

This study aimed to analyze the application of the scientific learning model in Javanese language learning. This research uses a qualitative approach with the type of case study research. Data were collected by interview, observation, and documentation. Data analysis is carried out using three stages: reducing data, presenting data, and making conclusions or verification. The results showed that implementing the scientific approach in learning Javanese language class V at SD Negeri Karanganyar Purbalingga was carried out through five stages: observing, asking, exploring, associating, and communicating activities. In the following actions, the teacher determines the real object of observation to foster curiosity and utilize the media so that learning is not stuck with textbooks. In the questioning activity, the teacher gives students the freedom to ask questions related to the studied material. In addition, the teacher also provides questions that explore high-level cognitive abilities. In exploring activities, the teacher explores information from students about learning materials. The activities are conducted through experiments, associating teachers, and designing teaching materials according to the 2013 curriculum. Then in communication activities, the teacher gives students the freedom to convey the results of their observations orally and in writing. Keywords: observing, questioning, exploring, associating, communicating =====================================================Tujuan penelitian ini adalah untuk menganalisis penerapan model pembelajaran saintifik dalam pembelajaran Bahasa Jawa. Penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian studi kasus. Data dikumpulkan dengan wawancara, observasi, dan dokumentasi. Analis data dilakukan dengan menggunakan tiga tahap yaitu mereduksi data, menyajikan data, dan membuat kesimpulan atau verifikasi. Hasil penelitian menunjukkan bahwa implementasi pendekatan scientifik dalam pembelajaran bahasa Jawa kelas V di SD Negeri Karanganyar Purbalingga dilakukan melalui lima tahapan,yaitu kegiatan mengamati, menanya, mengeksplorasi, mengasosiasi, dan mengkomunikasikan. Pada kegiatan mengamati, guru menentukan objek pengamatan yang nyata untuk menumbuhkan rasa ingin tahu dan memanfaatkan media sehingga pembelajaran tidak terpaku dengan buku teks. Pada kegiatan menanya, guru memberikan kebebasan peserta didik mengutarakan pertanyaan terkait materi yang dipelajari. Selain itu guru juga memberikan pertanyaan yang menggali kemampuan kognitif tingkat tinggi. Pada kegiatan mengeksplorasi, guru menggali informasi dari peserta didik tentang materi pembelajaran, dimana kegiatan itu dilakukan melalui eksperimen. Pada kegiatan mengasosiasi guru merancang bahan ajar sesuai kurikulum 2013. Kemudian pada kegiatan mengkomunikasikan, guru memberikan kebebasan peserta didik untuk menyampaikan hasil pengamatan secara lisan dan tertulis. Kata kunci: mengamati, menanya, mengeksplorasi, mengasosiasi, mengkomunikasikan
