To answer this question, first we have to understand why there is conflict and what are the risks involved? In simple terms, OS upgrade timelines depend on two major risks which are "complexity of OS upgrade" and the "post upgrade support". It is important the whole team comes into the same page on how to handle these risks. If the team, plan well and keeping in the mind other non-functional requirements the conflict can easily be resolved.
