Families eligible on the basis of their income were recruited in 17 community areas nationwide, and were randomly assigned to program and comparison conditions; program and control group families were similar in terms of family income and risk levels. The participants in the program group received weekly home visits designed to enhance child development, high quality child-care services or both during the course of their participation in the program.
