Suggestion

tsconfigRootDir is always supposed to be an absolute path — that's its whole purpose, after all.

But, some of our tests, for example getProjectConfigFiles, use relative paths:

typescript-eslint/packages/typescript-estree/tests/lib/getProjectConfigFiles.test.ts

tsconfigRootDir: './repos/repo',

This makes it difficult to reason about whether the function is behaving properly. Relates to #11413
