Automatically use P3M based on config

- `PKG_USE_P3M=true`: add P3M repo if not already there and the system is supported,
- `PKG_USE_p3M=false`: do not add P3M, even if system is supported,
- unset: advise about setting the env var, if system is supported, once per session.
