Problem

Currently there's an Approve button on the import batch page (see, e.g. https://openlibrary.org/import/batch/1500), yet clicking it does nothing.

We should make the button do something.

Reproducing the bug

1. Go to put some books in the import queue at http://localhost:8080/import/batch/new
2. Click "Approve"

• Expected behavior: the batch is approved.
• Actual behavior: nothing happens.
