if I'm logged in to the datatracker &&
I click to view the History of a document on which I am able to ballot &&
I have previously balloted on (an earlier version of) the document,
then: default the History diff "From revision" to be the revision I last reviewed.

There may be UI confusion changing the way the diff form works - it might be better to have a button that shows whenever a position exists for this user on this document that explicitly says "diff from last version balloted".
