Describe the bug
Intermediate and final output (stored in states) are correct but are not reflected properly in the chat interface.

To Reproduce
Steps to reproduce the behavior:

1. Create a multi-agent system (sample shown in the screenshot below).
2. Type adk web in the terminal.
3. Investigate workflow

Expected behavior
All intermediate outputs from tool calls must be shown before showing the final output.
