Debian 12 is released now, and it's time to consider the following for 4.20 or later:

• Migrate ACS codebase to JDK17
• Create new systemvmtemplate based on Debian 12 "bookworm" (poc - systemvmtemplate: experimental Debian 12.x systemvmtemplate #7683)
• Migrate VR codebase to Python3 (old ticket: Migrate systemvm and VR scripts to Python3 #7500) or a new VR agent

Note: Debian 11 should be supported for another 2-3 years, and Debian 12.0 may not be super stable right now (I would wait till a 12.1 or 12.2)
