Fix webauthn dialog clipping in extension popups Modal dialogs (specifically for webauthn) on Windows/Linux are clipped when their bounds exceed those of an extension popup. This fix displays web content modals in extension popups as desktop widgets instead to escape this limitation. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
